By the Associated Press. LANSING, Mich., September 30.— Senator Robert M. La Follette's can- didacy for the presidency is illegal in Michigan, in the opinion of Secretary of State Charles J. Deland. He does not, however, contemplate any imme- diate action to bar. him from the ballots. The law provides that any political party, to function legally, must have formed its central committee and or- ganization in the odd years. Accord- ing to this, the Independent Pro- gressive party, which ' is supporting La Follette, should have been organ- ized in 1923, in order to legally name electors to go on the November bal- lot. This was not done, the secre- tary stated. Leland asserted that the State has accepted the certificate of electors submitted by the Independent party. There is no move on foot to oust the La Follette ticket, he said, so far as he knows. He pointed out, however, that if a county clerk should refuse to put the La Follette electors on the ballots, the State would probably be powerless to compel him to do so, and the dispute might be thrown into the courts. e PR APPROVES PEAK PROJECT.
