'FELONY CASES DROP UNDER BUTLER DRIVE _— Philadelphia Assistant District At- torney Says Crime Cut One-Fifth Under New Regime. \BAL ‘MASQUE - TEST SEEN Action to Determine Private Affairs Rights Is Hinted. H | By the Associated Press. PHILADELPHIA, Pa, March 6.— Since Director of Public Safety But- ler's induction into office the number | of felons tried in Philadelphia county has dropped per cent, Assistant District Attorney Maurice J. Speiser said today. Only a small percentage of the 2,087 | indictments returned by the grand * jury during the last two months were for felonies. “Butler' has cleaned out the dives, the poolrooms—in fact, all the hang- outs of the crimi element.” said S er. “The crooks have learned that it is better to give Philadelphia & wide berth.” Philadelphia v will probably use the bal m over which a big squad of dete maintained strict surveillance Tuesday night, as a test case to determine whether exclusive functions are to be subjected to the same official scrutiny as are public dances, Joseph Parker Norris, jr. chairman of the bal masque commit- tee, declared today. Obj to Attitude. While Mr. Norris said the police- men chosen for the task had been “perfect gentle declared the committee objectec use of the unnecessary attitude which the police department is taking." Speaking before the twenty-second | ward branch of the Women Voters of Philadelphia, Gen. Butler last night called upon’ them to march to the city hall to show the “cheap pofiti- clans” that women are in favor of law_enforcement. “Go down to ci you” he said. those cheap politiclans there and elsewhere that you are in favor of law enforcement. ! Smoke them out of thelr ratholes. ~ Get behind us and show the cheap erooks that you won't stand for any fiimflamming. 7*We are approaching a crisis in the city’s administration. The fact that nobody has yet stopped us in our rampages proves to me that the ma- jority are for us. The yapping ele- * ment, however, the poison squad, who don’'t’ dare come out in the open, sneak around corners and say that h is against us. only 35 per cent clean won't Jive to finish the work uniess you netmle get behind us.” i , thousands of ISSUES NEW RULING ON ENTRY OF ALIENS U. S. Judge Specifies Conditions for Entry of Wives and Chil- dren of Residents. March 6. — Federal Judge Learned Hand in a ruling vester- . day decided that the wives and minor children of resident aliens are not admissible in excess of the immigra- tion quotas unless it is shown that the resident allen married while on 2 temporary visit abroad. This decision, Asqlnzn! United Btates Attorney C. Thomas said. would serve to stop immedi- ately the influx of immigrant women and children, who have been permit- ted to enter the United States under the so-called Gottlieb and Markariar cases. Judge Hand's opinion was rendered ~ the case of Michele Variano, an Italian laborer, whose wife is at Ellis 1sland seeking admission, ¥ Variano, who married in Italy in December, 1919, emigrated to this country on a date which has not been determined. He was married, he con- tended, while on a visit to Italy His counsel, in seeking a writ of Jhabeas corpus to have the woman "released, argued that under the re- cent ruling of Judge Manton wives and the minor children of resident aliens are epted from the quota and must be admitted. He argued also that Variano's wife came within the Gottlleb and Markarian decisions. In holding against this contention Judge Hand decided that unless it onclusively established that the Tharriage ook place white the huse band was on a visit and after he had become an alien resident of this « country the quota ruling would hold. e Newfoundland has the largest and best equipped paper and pulp mill in the world. located at Grand Falls, on the Exploits river. 100 Regular $2.95 Under-the-Arm Bags Marked special, each.. —Made of genuine leather and In man: dellrlhlc colors; silk lined and fitted with purse lndymlrror. also ot;la famous safety pocket.
