CHICAGO, December. Although reports that Germany had completed negotiations for a new loan gave wheat values an upward tendency at the opening today, the market soon declined. Upturns in price met with aggressive selling and there was a lack of absolute support from huyers. A sudden break in the corn market added to the weaknwss of wheat. After opening unchanged to S higher, December, 1.04 to 1.04%, and May, 1.09% to 1.10, wheat underwent a moderate general fall. Selling on the part of houses with eastern connections put the corn mar- ket on the downgrade, despite wet weather and smallness of receipts. The opening, which varied from un- changed figures to % higher, May, 7413 to 74%, was followed by a sharp drop all around. NEW PLAN IS READY N DOLLINGS CASE Stockholders’ Committee in Favor of Bond Issue—Local Stock Trading. The Dollings stockhotders® pro- tectlve committee, in a letter to the stockholders of the bankrupt organ- ization, suggests that a first mort- gage bond, or a series of such honds. sufficlent to pay off all current debt and leave a sufficlent sum for tem- porary operating capital, be placed on the physical properties of the bankrupt subsidiaries. This, accord- ing to the letter, offers a posstble and entirely feasible solution of the “cur- rent” indebtedness of the several companies involved. As to the intercompany indebted- ness, the committce feels thar in some cases such first mortgage loans can be reasonably extended to a par- tial payment. This ~debt, however, should be taken carc of, says the committee through the issuance to the creditor corporations of series of second mortgage or debenture bonds, being spread over a sufficient term of years to enable the debtor corporations to meet them in full at their maturity from time to time, with interest. The committeo finds that the phy- ical properties of these companies, few minor exceptions, are all and clear of incum- sort; that the current wount of working capital -cessary in most cases to proceed jwith profitable business operations is by no means alarmingly large. With merchand creditors and permanent credi tisfled in this manner. the c - belleves that directorates of men of unquestioned integrity will suffice to eliminate all reasons for recelverships to be con- tinued. They also urge a reduction in capitalization in order to create i fund for the redemption of hond issues.
