‘'THE EVENING STAR, WASHINGTON, D. O, MONDAY, NOVEMBER 26, 1923. Wm:m TREATY APPROVAL Near East Relief Official Advocates Ratification of Pact. J o BOSTON, November 26.—Ratification of the Lausanne treaty between the United States and Turkey was strong- ly advocated in a statement made public yesterday by Dr. James L. Bar- ton, secratary of the American Board of Mi: 'ns, chairman of the Near East Rellef, and represcntative at Lausanne of Amerlcan religious, edu- cational and philanthrople organi- zations. Dr. Barton sald that rejection of the treaty by the Senate probably would lead to the closing of all commercial | and other American institutions in Turkey, and urged that a strong em- bassy be set up there “to help Tur- key to give an administration that will be tempered with justice and mercy.” Text of the Statement. ! The statement follows: { “Turkey won her case at Lausanne | by securing from the allles and the Unit- | ed States treaties which Aid not contain, by any means, all that by right should have been In. Thase treaties, and espe- cially the one with America, contains | all that could have been secured u der the circumstances. The question is shall this treaty be ratified or shall | it be rejected? “If ratification means condoning the ecrimes against humanity of the pres- | ent Turkish government and its pred- wcessors rejection must follow. But after the reprated declarations at T.ausanne of the spokesman for the Tnited States of the universal con- demnation of the atrocities commit- ted ainst her subjects by the Turk- 1sh iciuls and by the government, there can remain no doubt upon this point. Woints to Results of Rejection. “The treaty is meager and in- complete, but if we reject it there will remain no basis for future nego- tintlo while by accepting it the way will be open for further nego- tlations upon points not now in- cluded. *“Whil American institutions are not named in the treaty, diplomatic correspondenc outside the treaty already provides for their contin- There is much reason for the rejection of the the Senate would lead to sing of all American institu- in Turkey, rellgious, educa- tional, philanthrople and commer- cial, and would close the door for future negotiations “The ratification of the treay would make possible the continuation in the country of established American interests. While our treaty does not gover the protection of minority vopulations the presence of Ameri- can institutions cannot fail to serve them in many ways. Tuikey in Sisterhood of Natfons. “Turkey has been admitted into the sisterhood of nations by the allied treaties; America can hardly afford to withdraw now its influence from that country In which its in- terests are humanitarian and not political. “T am convinced that we can best serve the minority races of the near sast and the near east itself by keep- ing in close diplomatic relations with Turkey aml so using the good office of our government in the best in- terests of all. “This means, therefore, the ratifi- cation of the treaty and the setting up in Turkey an embassy of special wisdom and strength to continue negotlations and help Turkey to give an_administration that will be tem- pered by justice and mercy. Mac- Milllan arctic expedition in Green- land, eleven degTees from the north pole, a distance of approximately 3.000 miles, bacame a fact early yes- terday when two amateur operators in _Hennepin county worked with Donald Mix, operator on the Bowdoin, the Macdillan ship, for long periods. The first direct two-way communica ton occurred early Saturday morn- ing, but it wae belleved to have been due to phenomenal atmospheric con- dition. Don C. Wallace of Minneapolis, operating at station 9-ZT and J. M Kesson, Excelslor station 9,500, su ceeded in “talking” with Mix for periods aggregating an hour after listening to him sending messages to Pacifio coast statfons for more than two hours. —_— HUERTA ENTERS RACE FOR MEXICAN PRESIDENCY Runs on Platform of Co-Operatists and Opposition to Obregon Administration. By the Amociated Pross, MEXICO CITY, November 26. Adolfo ds la Huerta accepted the presidential candidacy and took an oath to carry out the platform of the national co-operatista party, at the closing session of & four-day aonven- tion, attended by 2,533 delegatés rep- resenting all the statew in the re- public with the exception of Lower Csiifornia. Prior to accepting the platform, the principles of which inciude the fu ance of co-operative enter- prises and the freeing of the munic! palitlss from the domination of the state governments, Senor de la Huerta expreased his stand relative to the agrarian policy, declaring he would promote division of the great landed swstates smong the peons but only acoording to law and after previous indemnification. The revised rl-mm-n of the party, which politically is mainly founded upon epposition to the present ad- ministration and the candidacy of Gen, P. Ellag Calles, will be made lo after slight adjustments have made, The sessions were featured by vio- lent attacky upon the Obregon ad- ministration, which was charged with employing violence and armed forces in halt & dozen states, particularly in San Luls Potosi, Nuevo Leon and Coa- hufla, to impose Gen.
