FRANK CRANE. ‘The income tax has been justly at- tacked upon the ground that its ef- fect s to drive capital out of iIn- dustry, as men with money are put- ting their capital more and more into non-taxable government securities and withholding it from | enterprises. | Everyboly knows that the value of stocks has decreased by millions of |dollars during the last vear. That | means that the public Is holding oft llram putting its money into those in- dustries that employ labor and make the country prosperous. The income tax therefore is the enemy of labor, and the cause of depression and unemployment. Every- body does not know, however, that the” income tax is a failure as a money raiser. For the calendar year of 1921 the amount of money col- lected by the Treasury by income jand profits taxes decreased appro imately a billlon and a quarter dol lars from 1920. The number of pe: sons and firms making returns de- creased by about 6,000. In 1920 the records showed that thirty-three persons admitted having incomes in the class of $1,000,000 and over. Tn 1921 there were only twenty-one such persons. The net income upon which some six and a half million individuals paid taxes in 1921 was sround nine- teen and a half biilion dollars, while that met income for 1920 was nearly twenty-four billion dollars. Corpo- ration incomes for the same period Ishowed a decrease of around three million dollars. ‘hese and similar fig- ures demonstrate the utter ineffective- ness and viclousness of the income tax. It appeals to the ignorant because on the surface it appears to tax the rich and let the poor go. As a mat- ter of fact the rich side-step it and the effect s to drain the blood and cut the nerve of national prosperity. ‘The sales tax, if it were adopted, would not only be easlly collected, but It would stimulate industry and would bring in far more dependable returns to the government. Every effort in taxation to make the burden rest upon oniy one class and exempt another Is unjust. The underiying principle would be to have it rest upon the entire popu- lation, exacting from each one ac- cording to his ability. The basis of all just taxation is to make every- body pay to the government for the {service which the government rend- ©rs to them. That is fair and honest Unfortunately taxation in every country in the world Is based upon the robber principle of pe; nalizing success.
