Berry, president of the Interna- tional Printing Presymen and Assist- ants’ Union, that “a strike never has been won in America against news- papers when such strikes have been ! inaugurated in violation of contracts or in face of a conclliation by pub- lishers,” the publishers of' New York's dailies announced today that condi- tions in thelr pressrooms were near- irg normal and that many out-of- town pressmen were arriving to take the places of stikers. Mr. Berry asserted that arbitration the only means for the sane ad- ment of differences between em- ployers and employes after conellia- tion had failed. He declared the strike leaders had ignored the prin- ciple of arbitration and had attempt- ed by force tu compel acceptanes of tkeories and policies which, it made operative, would be followed by cen- sorship and the stifiing of the prin- ciple of a free press.
