NEW YORK, July 28.—United States Senator James Couzens of Detrolt, on the eve of his departure for Europe on the Leviathan, tonight gave hig views on various issues, including an opinion that United States Senator Hiram Johnson was “unnecessarily alarmed” about the world court. “I believe that we should enter the court, with proper reservations.” he sald, “not so much to help Europe as to establish contacts. The things that make for war wiil be eliminated by jcontact, rather than by long drawn- out judicial proceedings.” The “'big issue,” he sald, was touch- {ed by Woodrow Wilson in an article called “The Road Away From Revo- lution, in_the August number of the Atlantic Monthly. NEW YORK, July 28.—Oregon is the most healthful state for bables, ac- cording to figures made public today by the American Child Health Asso- ciation in which infant death rate for the larger cities in twenty-seven states are glven. Only fifty-eight of every thousand babies in Oregon’'s four cities of 10,000 or more dled during 1922. Washington's nine cities ranked sec- ond with a fraction of a baby more than fifty-elght dying out of every thousand. Minnesota, with eleven citles of more than 10,000 people, was third with sixty infant deaths per thousand. Tilinois, with forty-four cities, was seventeenth, while Malne and South Carolina, with eight and six cities respectively, were last on the list.
