HUGHES, Bpecial Dispatch to The Star, NEW YORK, July 3.—While prices were not much changed, & better feeling was evident in bond circles today. The market for high-grade securities was firm, although not very active. Libertles were all higher. One of the most encouraging fea- tures both yesterday and today was the buying of United States govern- ment loans. The activity centered in the old 4%s, especially the second and fourth 4%s, the two issues which have been selling the lowest. High-Grade Rails Bought. There Was also some buying of the very high-grade ralls and industrials, notable examples being United States Steel sinking fund &s and Pennsyl- vania railroad consolidated 43s. The last named is secured by first lien on some of the Pennsylvania's most valuable mileage and is generally dered Pennsylvania's best bond. There was also a fractional advance in Northern Pacific @s, one of the highest ylelding of “legal” rallroad bonds. Among forelgn fssues there was some heavinews in French bonds, as might have been expected from the |character of the news from abroad, as well a8 the extreme nervousness manifest in London. The declines were not large, however, and consid- ering the recent weakn in franc exchange, the bonds held well. As has been the case ever snce the; were firat offered and oversubscribed, the new Austrian loan was very { steady. Czechoslovak 8s and city of Greater Prague 7%s sold higher. The |Anton Jurgen 6s had quite a sharp {break, selling down to within 3 points j of the low for the vear. New Haven Donds Stronger. Among the speculative rails the fea- ture was the strength in the Erie especially the general 48 and the co: vertible 4s, s . The Erie ha been showing remarkably good earn ings of late, but the bonds still sell a reorganization ag, did New Haven stock. Probably the price for the bonds has discounted to some extent the unfavorable conditions. There was continued heaviness in the St. Paul {ssues, but little change in quotations. Special Dispatch to The Star. NEW YORK, July 3.—The lure of the dollar i{s becoming stronger than the lure of the white collar to tha high school and college boys of tha United States. More high school and college youths will go to work in overalls Thursday morning than ever before in the Industrial history of this country. Prospective pay envelopes are so large in the mills and factories that tbey outweigh any fear the modern youngster may have, even of twelve- hour days and dirty hands. The steel plants are drawing hundreds of boys who normally would seek office jobs now that they are through their school year. But there is an over- abundance of white collar workers, while there are plenty of overall Jjobs paying from $5 to $12 a day. Factory and mill production will be cut down this week not only by the lay-offs incident to the national hollday, but to the fact that many plants will selze this opportunity at the opening of the second half ear to take Inventories, and make plant alterations and repairs. Metal Mines Curtail Operations. The tendency toward keeping plants closed for some time is esbe- clally noticeable in the non-ferrous metal mines. Prices for lead, zince and copper all are low and mine own- ere have already shown an inclina- tion to reduce output. In that re- spect they differ from the oll opera- tors who have not been able to bring themselves to cut production in many districts, although repeated warnings have been given that continued over production can not but result in still lower prices. One bright spot in the situation surrounding agricultural products is the apparent willingness of Japanese buyers to take new crop flour for early dellvery. The prices the orfen- tals are willing to pay are not high, according to northwestern millers, but they are based on prices of 85 to 90 cents a bushel at country's points. Forage Short in Some Sections. A part of the southwest today is facing a feed shortage and this may prove sufficient to bring the hay crop to a dangerously low point. In Ar- kansas less acreage has been planted to feed crops there than for many years.
