Mitchell Palmer, former allien prop- erty custodian, the first witness call- the defense In the government against the Chemical Founda- tion, Inc., to recover numerous Ger- man patents, yesterday testified in the United States district court that the policy pursued in relation to seizure of chemical patents was due o the tremendous development of the chemical science and industry for war purposes.
