Government Cannot Be Made to Pay Over $27,117. The government cannot be required to pay the Baltimore and Ohio Rail- road Company, $27.117 for the con- version of its transfer shed at Locust Point, Baltimore into a barracks for the use of the War Department dur- ing the war, the Supreme Court held today, finding that there was no writ- ten contract or agreement requiring payment. The railroad contended that the work was done at the request of certain Army officers, by direction of the Secretary of War.
