LANGLEY FAVORS DISTRICT SUFFRAGE Tells Board of Trade He Is ' Ready to Vote if People. { Want Representation. Representative John W. Langley of Kentucky last night champloned the cause of national representation for the District of Columbia in an ad- dress before the Washington Board of Trade at its monthly meeting in the New Willard Hotel. “I hear a lot of talk about suffrage and representation for citizens of the Districi,” said Representdtive Lang- ley. “My stand on this question is: 1 am willing to vote for suffrage and representation for-the District of Co- lumbia if the people of the District ‘want it “lI admit that the District deesn't and /motorman's signals to traffic be rigi| li enforced. 10.
