The necessary corollary of this, of course, is that the grand strategy becomes increasingly important. For this reason, if for ne other, the Naval War College has become most vital to the interests of the Navy and the country. It should be constantly developed. The instruction of the naval officer, after he finishes the Naval Acad- emy and is in the service, ought to be divided into separate phases. The first of these is tactical. The second strategic.
