Harper spoke of the duty of all members of crafts, trades, businesses and professions to inter- est themselves in civic matters and said that he knew of no body of men that could do more good to a com- munity than druggists! Criticizing the present system of or- ganization, operation and mainte- nance of the District public school system, Supt. Frank W. Ballou, at a meeting last night at the Salon of Arts, declared that until it is simpli- fied and the administration officials given more latitude there can be lit- tle hope for satisfactory educational ! progress in Washington. Numerous {cases of irregularities, red tape and division of authority under the sys- ! tem were cited by the superintendent. A detalled account was given by Dr. Ballow of the ramifications through which school appropriations must go before they become avalilable, and he explained that still further difficulties confronted school authori- ties in the matter of expending f money. fWith the passing of time, and the extraordinary increase in the number and uses of Electrical Appliances, this principle of protecting the customer has steadily increased in importance.
