S. Ambassador Figures With Poincare in Charges by Communists. By the Associated Press. PARIS, July 6.—M. Viviani stamped the chamber of deputies into a wild outburst of approval of Premier Poln- care today during the course of & debate on “the responsibility for the war.” This w: the culmination of the long-threatened attack on the premier precipitated by yesterday's scene between M. Poincare and M. Viallant-Couturier, when the com- munist deputy made reference to a photograph showing the premier and the American ambassador, Myron T. Herrick, smiling while passing through the Verdun cemetery. M. Vivian{ interrupted a long and dreary reading of newspaper clip- pings and diplomatic messages by the communist designed to show that M. Poincare was responsible for the war, and exclaimed: “If any one is responsible for the war, it wi I was head of the gov- ernment; I took whatever action was taken, and I acted in perfect accord with: ‘M. Poincare (then president). 1 was in touch with him and in agree- ment with him when he was at St. Petersburg.” This was an allusion to M. Poin- care's visit as president to Emperor Nichola: Embraced Amidst Furore. The deputies jumped to their feet, waving their arms wildly, and M. Poincare rushed to M. Viviani and kissed him on both cheeks. Others embraced the premier and the ex- premier, and for several minutes there was great enthusiasm. The debate had begun in general apathy, the deputies paying slight attention to Valllant - Couturier's speech, which he read, and in which he had embodied many telegrams from the Russian ambassador, M. Iswolsky, to the Russian capital, showing that M. Poincare and France were ready to join Russal in war. T! premier interrupted several times to remind the chamber that a number of these had previously been published. The personal views of Iswolsky, he pointed out, had been denied officially. When he could make his voice heard above the uproar, M. Viviani pleaded with the deputy to abandon his interpellation, as it was of no use to continue and ask him to follow “the sacred union" observed during the war, when all parties buried their political hatchet. His eloguence so moved the deputies that they stood in sllence as a mark of admiration. ‘War Record Recited. The ex-premier told, briefly, of the ig steps in France's foreign policy, hen he was premier under M. Poin- care, and recited again the history of the movements that led t> the war, claiming for himself full respon bility for everything that was done, and praising the wisdom of Poincare.
