It was learned today that the com- pany has written to the commission setting forth the paints which it be- lleves were not fully weighed by the corporation counsel when he inquired into the question of whether adadi- tional legislation by Congress is need- ed to r it the W. The fact that the valuations placed on the propeérties of the street car and electric light companies are still being contested in the courts also is looked upon as an obstacle to immediate merger. It is known that one point which officials of the W. R. & E. are consid- ering is that Mr. Stephens made no mention in his opinion as to whether the Potomac Electric Power Company, which is owned by the W. R. & E.. should be included in a street car merger.
