1. S. AND FRANCE TOAGREEONSYRIA By the Associated Press. GENEVA, May 7.—The United States and France are about to reach an agreement on the French mandate for Syria, according to information reaching the secretariat of the league nations. It ‘is understood the American government's approval Is subject to certain conditions, which apparently will be met. France is expected to ask the ap- proval of the mandate by the council of the league at the special meeting, to be held not later than July 15, at which the British mandate for Pales- be_discussed. May 17.—The council of gue of nations decided today to hold a special meeting not later than July 15 to consider the question of approving the British mandate for Palestine. The decision was taken on request of the Earl of Bal- He first asked for a meeting date, but Leon Bourgeols, for France, and Marquis Imperali, for Italy, ob- Jected. lord Balfour. in a speech before the council. said Great Britain was greatly disappointed that the present session hal failed to register the league's consent to the terms of the mandate, which the allied powers had long ago agreed upon. It has been the opposition of the French and Italian representatives which has blocked the measure, while the Vati- can ix reported to have expressed fears that religtous interests in the Holy Land would not be properly saféeguarded under the terms previ- ously laid down. Lord Balfour told the council that those who hoped and those who feared that the Palestine mandate was placed in jeopardy by the oppo- sition manifested were mistaken. In some quarters, he continued, it was feared that the British mandate might affect ,some religious organi- zations unfavorably. Great Britain was amazed, he said, that such a baseless view should be expressed wver the transfer of Palestine from 2 Mohammedan to a Christian power. ANTI-SOVIETUNITY | AT HAGUE SOUGHT BY EDGAR ANSEL MOWRER. nnot discuss the refusal of the United States to come to The Hague.” said Sir Laming Worthington Evans, British secretary of state for war and accredited dele- gate to the Genoa conference, to the writer at the Hotel Miramare todax “We trust that such decision is not final. Secretary Hughes' mote refers to the Russian memorandum of May 11. Certainly that was one of-the most_useless and harmful documents imaginable, but we do not believe that the bolsheviki have said their last word. “We sincerely believe that the presence of American experts at The Hague will hasten the date when the present Russian government will de- cide 10 resume business relations with the civilized world on a basis we can call honest. The presence of the United States will enable us to face the bolsheviki with a solid front.” Deny Political Move. “Perhaps Secretary Hughes' refusal 13 caused partly by fear of becoming involved in European poiitical trou- bies.” I suggested. “This fear is not justified.” replied Sir Laming. “The United States s not asked to send political delegates but financial experts. It can send Treas- ury officials or business men just to show the Russians that they have nothing to expect from private Amer- ican capitalists. Meanwhile we have given all possibie guarantees to the Tnited States by our pledge against l(parate agreements.” “The answer given to the Russians is not absolutely clear in all respects. What would happen- if British capi- talists should in the meantime ac- . cept Russlan concessions?” the writer inquired. has already warned our business men that the British government is against such agreements and will give them no diplomatic backing whatevér.~The | British government cannot prohibit ! dealings, but can refuse to recognize dealings for the property of other na-{ tions. 1 am absolutely sure that no such agreement will be made. Secre- tarv Hughes speaks of an inquiry into Russian conditions and the prerequim sites for credit. That is just what the | intend to make at The Hague.” “Perhdps additional explanations to the American government would make the exact intentions and limitations of the meeting of experts at The Hague clearer,” your correspondent remarked. “That is a good suggestion,” an- swered Sir Laming- smilingly. “We hope to see the experts of the United States among us on June 1 WALLSTREET Aninvestmentin the Wallstreet lute security in the correctnessof its style—and ff pays substantial dividends in the long wear of its fine poplin cloth.
