The raliroads are slowly convales- cing from their financial sickness caused by war conditions and gov- ernment management, with its ex- cessive allowances for wages of em- ployes. The steam railroads are receiving 3 6-10 cents a mile for passenger tickets. This seems to be a lower rate than is allowed in the District of Columbia for street car passen- gers for each mile. Qur Public Utilities Commission could lower street car fares to 5 cents by adopting the zone plan.
