LIMERICK, March 9.—A proclama- tion extensively posied in Limerick today asserted that Richard Mulcahy, minister of defénse in the dail eireann cabinet, “by a breach of trust is alone responsible for the present Limerick situation.” The proclamation declares that Mr. Muicahy “solemnly guaranteed that the dall eireann would keep the Irish republican army. as such, intact until the election. He has not kept his word. He refused to allow the Lim- erick brigade of the Irish republican ermy to occupy vacated barracks in Limerick city because they would not take them over on behalf of the pro- sional _government, but insisted upon maintaining their status as a part of the Irish republican army. “He drafted troope into the repub- lican areas, namely Limerick and Kil- kelly, in the interests of the Free State army. I By the Associated Press, LONDON, March 9.—The Trish Free State bill passed its third reading in the house of commons yesterday by a vote of 285 o 62. The report stage was ‘completed without ~any amendment. the only interesting point being the size of the Irish_army, Winston Churchill, sec- retary for the colonles, explained that ‘the treaty allowed of consid- erable latitude in this matter, but the army would probably be between 20,000 and 30,000 men, and if Ulster contracted out the quota of the free state would be reduced proportion- ately, at alteration by the British.
