Senate is Using Tactics Identical With Versailles Discussion. BY PAUL SCOTT MOWRER. By Oadle to n't Sta; PARIS, March writing in the Echo National, his and M. Clemenceau's newspaper, today draws a striking parallel between the debates in the American Senate on the treaty of Versallles and the pres- ent debates on the Washington con- fercnce treaties. He says: “Two years ago, lay for day, the treaty of Versaillés before the same body was at the same point as are the’ Washington conventions today. Careful counts are being taken to find out If the two-thirds majority indis- pensable to ratification can finally be mustered. ‘The same countg on the same names were being taken in March, 1920. Tardieu ‘finds three causes, for this identity of situations: The American Constitution, which obliges foreign natfons to treat with the American President without being sure that the Senate will support him; the state of mind of the Amer- ican politicians; which makes a con- flict between the President and the Senate almost inevitable, and Amer-| fcanism. nothing to gain and everything lose by contact with other countries and that it must remain absolutely free for its own good and the good of humanity. The result is that the conclusion of an international agree- ment with the United States has b dent Harding resists, as Preside: Wilson resisted, th treaties will be rejected as the treaty of Ver- sailles was rejected. 1If, on the other hand, President Harding accepts the réservations with which the Senate is trying to bind his conventions, they may be ratified, but they will have lost all meaning.” MAY GET APPOINTMENT. 7.
