Copyright, 1922, PARIS, March 3.—The writer is in- formed personally on the highest au- thority in France that the French government will not submit the Washington treaties to “the French parllament until they have been fully ratified by the American Senate. Con-. siderable debate in that body is an- ticipated here. The French govern- ous nature they may change the whole disposition of the French gov- ernment toward the Washington con- ference results. This disposition at the present time is not bad, although in_ French parllamentary circles, which have just received the French texts of the treaties, the first impres- sion is somewhat unfavorable, the general sentiment being that in view of France's vast colonial responsibili- ties 175,000 tons of capital ships are too few. It is true that there is no jmmediate intention to build ships, but parliament does not like to see the nation's hands tied indefinitely in this respect. Moreover, national pres- tige is thought to be involyed.
