Baume g ATTAGKS HOOVER RELEF NETHOOS Capt. Hibben Says He Is Not Using Available Russian Ports and Railroads. Secretary Hoover's administration of American relief in Russla was criticised vigotously before the Sen- ate agriculture committee today by Capt. Paxton Hibben, secretary of the Russian commission for near east relief. Capt. Hibben, who formerly ‘served in the American diplomatic service, and who recently returned from a trip of 7,750 miles through famine areas in Russia, declared that Mr. Hoover was refusing to use Russian Seaports and railways which Capt. Hibben said were available to expe- dite relief to millions of starving Russians, He was accompanied be- fore the committee by Benjamin C. Marsk of the Farmers' National Council. A recent statemen: by Secretary Hoover that the soviet government had asked the Amreican Rellef Ad- ministration to slow up food ship- ments to Russia was attacked as.mis- leading by Capt. Hibben. Calls Statement Misleading. “It gave the impression that the soviet goverument could mot handle the shipments.” he said. “In fact, they asked only that seed grain be given preference in shipment. They did not ask that food supplies be held up.” There are several useful Russian seaporte which the American admin- istration Is not shipping to, according to Capt. Hibben, who declared only half enough food supplics have been arranged by the Hoover administra- tion for the starving Russians. . “There are 19,000,000 people starv- ing,” said Capt. Hibben. “If we wait, as_suggested by Mr. Hoover, either half will get food all the time or all half the time. There is no reason why, Wwe can’t do the whole job and do it well.” Urges Further Assistance. Capt. Hibben urged that 500,000 more tons of grain for relief supplies oe arranged and recommended forma- tion of American export corporations. Hibben said he thought the present soviet government was per- manent. and emphasized belief that it would pay the debts of the czarfst government and would be financially responsible for purchases. Gude, who has been a member of the citizens' committee on remedial loan law since’ it began twelve years ago, the campaign which resulted in the enactment of the ex- isting law relating to pawnbroker: loans apd small loans in the District, said today: “Congress ought not to insist on making another ‘experiment’ with the small loan law of the District. “Mr. Focht joined in reducing the rate in the bill introduced by the Commissioners at the request of the citizens’ committee from 2 per cent per month to 1 per cent. The citi- zens’ committee protested against this at the time and wrote the conferees that the law would work a hardship on needy borrowers because they would not be able to get the money at all at that rate. “It was only as to the rate that President Taft, in signing the called it an ‘experiment in legi tion.'
