By the Associnted Press, SANTIAGO, Chile, December 13.— The text of the note addressed y terday by Chile to Peru in regard to |the dispute over the provinces of plebiscite, provided under the treaty of Ancon, be advanced so as to do away with the necessity for main- tenance of excessive military estab- lishments. The note, written by the Chilean foreign minister, Ernesto Barros Jarpa, points out that the negotia- tions carrfed on in 1912 with a view to fixing the basis upon which to hold a piebiscite were interrupted in their final details by" “causes well known.” Would Settle Dispute. It asserts that President Alessan- dri_has determined rapidly to seek a manner of solving the dispute. “It is true,” says the note, “that the 1912 proposal postpones celebra- tion of the plebiscite until 1933, but such postponement would be equiva- lent to the maintenance in America of a cause of possible international conflicts, obliging Peru and Chile, and per! other countries, to sup- port e ve _military establish- ments b r. We have invited the nations of this continent to dedicate their best efforts to development of their natural riches.” The note expresses hope that the plebiscite may be held at an earlier date than that set in the 1912 pro- posal and invites Peru “without loss of time to carry into practice the resolutions celebrated in 1912." The 1912 negotiations were the last | official parleys concerning the two former Peruvian provinces which have been under Chilean administra- tion since the war of 1879.
