BERLIN, November 17.—The promo- tion of Ellis Loring Dresel to the rank of American charge d'affaires in Berlin will be answered by the Ger- man government with tife appoint- ment of a forelgn office official of similar rank as Germany's tempo- rary representative at Washington. Baron Edmund von Thermann now is on his way to the United States, but he has merely been given instructiona to prepwre the premises of the former German embassy there for official oc- cupation. 1t is not expected here that he will be promoted to the rank of charge d'affaires while on his way, since he is a comparative newcomer in the German diplomgtic service. At the foreign office today it was stated that the man to be sent to Washington as the German representative would be cteed from the staff of routine dip- )u:r,l:l.uc officials, of whom there were gaid to be plenty avallable for the Washington assignment. His appoint- ment will be announced before the end of the week. Dresel Heartily Approved. The appointment of Mr. Dresel to the pos|‘:ilm\ of acting envoy, with full Crcdentials, meets with the hearty approval of the German foreign of- fice, which considers him well quali- fled for that post by virtue of his first- hand knowledge of the political and economic conditions of post-war Ger- many acquired during the last elght- eon months. As chief of the Ameri- can mission Mr. Dresel was virtually accorded the prerogatives and privi- leges of a formally installed envoy, although not officlally accredited as an American diplomatic representa- ve. . ’l?he American mission, which has been housed in the former American embassy building in Wilhelmsplatz for more than a year, has been a thinly camouflaged embassy, whose presence and activities have met with the good-natured toleration of the German government, notwithstanding the absence of “friendly relations” be- tween the two countries. Mr. Dresel and his staff were permitted a greater measure of freedom than is usually allowed by diplomatic precedent. U. S. Procedure Pleasing. As a result Mr. Dresel's enjoyment of his unique position in the diplo- matic colony grew in the same meas- ure as did the German government's silent approval of the unofficial pres- ence of an American representative in Berlin. The American government's proce- dure in naming a charge d'affaires as its temporary envoy to the German capital is an added source of gratifi- cation to the German government, since it enables the Wirth cabinet to postpone for the time being its quest for an ambassador to the United States possessed with sufficient pa- triotism and plenty of private funds to volunteer for the Washington post while marks are worth less than half a cent. —_— A Futurist. At Baku 30 per cent have been ex- pelled, and 50 per cent have been dropped from the rolls in other parts of the Caucasus.
