BUDAPEST, November 8.—It is un- derstood that the government has is- sued a declaration that members of the Hapsburg family cannot be elect- ed to the throne of Hungary. This declaration, made to satlsfy the de- mands. of the powers, is to be sub- mitted to the national assembly for ratification as the official interpreta- on Sunday dethroning fo r Em- peror Charles and ousting the entire Hapsburg dynasty. Charles and his wife were last ported Galats, Rumania, where they were taken on a special train to meet the British light cruiser Cardiff, which is to transport them to thelr place of exile on the Island of Ma- deira.
