Several articles in The Star re- cently, tending to show that this city still has a legal existence as ““the City of Washington” were discussed by Representative Johnson, who observ- ed, however, that the question is “not extremely important.” Challenges Contention. in his interview, particularly the contention of one writer who very re- cently quoted from the act of February 21, 1871. “But the quotation @bnsist- ed of only a part of a sentence,” said Representative Johnson. “Had he quoted the whole sentence his argu- ment would have been destroyed. “The part of the sentemce quoted by him reads as follows: ‘That portion of said District Iincluded within the present limits of the city of Wash- ington shall continue to be known as the city of Washington, and that portion of sald District included within the limits of the €Ity of Georgetown shall continue to be known as the city of Georgetown.’ the government of the United lu&a:‘. within said District, not indu within the limits of either of esaid i cities to pay any debts owing by that | f portion of said District: “Provided, That the charters of said cities severally, and the powers of said levy court, shall be continued for the following purposes, to wit: For the collection of all sums of |} money due to sald cities, respectively, or to said levy court; for the enforce- |i ment of all contracts made by said cities, respectively, or by said levy court, and all taxes, heretofore as- r the col- cities, respectively; or levy court; for the enforcement of all legal contracts a st sald cities, re- ‘spectively, or ag: sald levy court, until the affairs of said cities, re- spectively, and of said levy court shall have been fully closed: and no suit in favor of or against sald cor- porations or either of them, shall abate by reason of the passage of this act, but the same shall be prosecuted to final Judgment as if this act had not been passed.” “Nothing can be clearer than that the two city charters were repealed and all offices abolished,” he says. “It would be & strange city, indeed, w! out a charter, without office “The language of the act is so clear that the purposes for which the names and even the charters of the two cities were to be continued only ‘until the affairs of said cities, respectively, and of said levy court shall have been fully closed’ that comment to make the meaning more clear is useless.” WIFE FEARS THREAT.
