Capital Quiet Plare. “The capital is as quiet a place as | f| its inaccessibility would indicate. Its population is riously estimated at 20,000 to 37,000. Most of its build- ings are of one story with walls of adobe or masonry and roofs of tile. :Though it is isolated now, Teguci- galpa does not mean to remain so and perhaps its choice as capital of the new Central American Federa- tion is an earnest that it will soon have rail connections with the out- side wbrld. The government of the state adopted an ambitious rail- building program a generation ago, but financial ruin overtook the en- terprise. In recent years a number of railroads have been built from the north coast by large banana com- panies, and some of these are being slowly extended toward the capital. “The Federation of Central Amer- ica, consisting now of Guatemala, San Salvador and Honduras, hopes in the near future to enroll Nicaragua and Costa Rica among its members. If these two_countries to the south join, Tegucigalpa will be almost exactly at the geographical center of the new federation’s territory. URGES ECONOMY FOR ALL. McCormick Says State and City Must Follow Federal Lead. CHICAGO, September 23.—The United States must make efficient and eco- nomical public administration if it is to reduce {its burden of taxation, Senator Medill McCormick sald in an address before the Chicago Church Federation. Ending of the vast arma- ments of the world is not alone the || problem, he declared. - “We must seek to reduce public ex- penditures in the city, in the state, in the nation,” he continued, “and thus lighten the burden of the taxpayer and the consumer. In Washington we kave made progress in the curtail- ment of appropriations. The expen- ditures of the national government have been reduced 40 per cent over a period of two years, at the same time that local taxes have increased a like mount. “Ff government is to discharge its duties to the citizen, and at the same time the burden of taxation is to be lightened, we must seek to energize, to make efficient and economjcal th administration of the public services.
