Frank W. Ballou. The superintendent has had this plan under consideration for several weeks, and, it is said, he is determined to muffle the mouths of employes in the school system who reveal too many school secrets for publication. 1t is his intention to detail one of- ficial to keep the newspaper reporters in touch with such school affairs as he believes should be made public. Other officials must mgintain absolute reticense when in thé presence of a reporter. Object of Cemsorship. It is reported that one of the pri- mary objects of the censorship is to put a damper on stories about “rows” in the school system similar to the Bruce case. It also is desired to keep other objectionable matter from ap- pearing in the public press. Star chamber meetings of the board of education in Washington are a sur- prise to members of Congress from all parts of the country who are ac- customed to having school matters discussed in open meetings which any and all citizens may attend. Several members of the House Dis- trict committee have been stirred by complaints from officers of parent- teachers' and citizens’ associations and other school patrons that the most important matters affecting the schools are discussed in these secret sessions, which last for hours, while the-open, public meeting lasts only a few minutes. House Members Emphatic. Members of the House District com- mittee have vigorously expressed their opinion on this subject, and say they intend to use their influence to break up the “star-chamber” practice. Chairman Focht of the House Dis- trict committee has repeatedly pressed his opposition to all star- chamber secret sessions and to show his good faith, declared that all meet- ings of the House District committee are to be “open to the press and the public.” Representative Elliott W. Sproul, re- publican, of Illinois, who for many years was active in local politics in Chicago before coming to Congress, gave his opinion emphatically today. “I'm most earnestly opposed to any star chamber proceedings by school boards,” he said. *“The board of education in my home city has for years transacted practi- cally all of its meetings publicly, with open discussion.” - ——— ARMY NEEDS MORE MEN. Recruiting of men for the United States Army to serve in the 13th Regiment of Engineers at Camp Humphreys, Va, has becn renewed. In the general rush to reduce the Army to the size required by law the strength of this regiment was allowed to fall too low, and the adjutant gen- eral has authorised the commanding officer to start a recruiting campaign. The regiment now is about 400 be- low normal strength and there are hardly enough men left to care for the large camp property, it was said. In an effort to get men circular let- ters have been sent to ali of the men who were recently discherged in an cffort to get them to return to the service. American citizens between the ages of eighteen and thirty-five years are wanted, preferably former service men. Those desiring to enter this engineering regiment should apply to Lient. H. L.
