FIRM ON FRAT RULE Teachers Directed to Warn Freshmen Against Joining Secret Societies. \First actual steps toward carrying out the order of the board of educa- tion designed to eradicate the secret societies in the high schools were taken today by school authorities, when they directed the teachers of the senior ‘institutions to warn all new students of the penalty provided for those who become members of fra- ternities or sororities. This action, it was pointed out, indicates that the officials have no intention of request- ing the school board to either modify or abrogate ruling, as urged by the Interfraternity Council. The board’s ruling becomes effective October 1. All students, except seniors, who are found to be members of any secret societies after that date will be debarred from obtaining any honors or distinction while in school. A statement outlining the position of the school board on the fraternity question is now under preparation by school officials, and will be placed in the hands of the high school students in the near future. The statement also will contain ‘the board’s anti-frater- nity and sorority rule which was pro- mulgated shortly before the close of the schools in June. Agitation of the high school fratern- ity and sorority members who are campaigning to have the board abol- ish or modify its ruling has aroused the officials of the schools to such a point that it is considered likely they will bring the subject up for dis- cussion at a meeting of the board of education at the Franklin School this afternoon at 4 o'clock. If the ques- tion is touched at the meeting, it was predicted in school circles the board will issue its ultimate declaration that the secret societies must be eliminated. Several minor adjustments in_the school organization plans also will be acted on by the board this afternoon. These include the transferring, pro- motion and appointment of teachers and other employes. 3 Placing of a portable building at or near Brightwood for pupils in the kindergarten living in_the territory between the Takoma Park, Bright- wood and Woodburn schools is being considered by school officials. There are no school facilities in this section for children in the lower grades. During the summer, it was said, a number of families moved into this suburban section on assurances that a portable school would be available for their children this fall. When the schools opemed Monday the residents discovered that the portable had not been placed, and they immediately cgl:ed this to the attention of the offi- cials. GOV. JAY.J. MORROW HERE. Head of Canal Zone Confers With War Secretary. Col. Jay J. Morrow, governor of the Panama Canal Z conferred with Secretary of War Weeks today with regard to a reorganization of admin- istrative methods on the zone, in ac- cordance with recommendations made by a special commission headed by Gen. Connor of the Army, which re- cently concluded a thorough investi- gation of the zone government. It is reported that officials of the War De- partment feel that the forces employ- ed in the administration of the affairs of the canal. and the railroad are too large and that the general expenses of the zone government can be great- 1y reduced without impairment to the serviee. Col. Morrow formerly was Engineer Commissioner of the District.
