RICHMOND, Va., August Gordon Strachan, forty, rate clerk of the state corporation commission, was arrested at the state capitol yester- day on the charge of transporting Mrs. Mabel D. Lydiatt, a divorced Richmond woman, to Washington in violation of the Mann white slave law. Strachan immediately appeared before United States Commissioner Flengen- heimer and was released on $2,000 bond to awalit trial in October. Reductions Ranging !'rnm 10 to 25 Per Cent Agreed On—In Effect to May 1, 28282. NEW YORK, August 17.—Wage _¥eductions ranging from 10 per. cent for skilled men to 25 per cent for common labor yesterday were agreed upon by the board of arbitration con- sidering the wage dispute between union paper mill workers and eleven mews print manufacturing companies. The award, which fixed 40 cents an hour as the rate for outside com- mon labor, effects about 12,000 work- ers and will become effective August 22. The International Paper Com- pany was not a party to the agree- ment. The agreement provides for a re- turn to the 1919 schedule of prac- tically all classified positions above common labor and paid below 60 eents an hour and a 10 per cent re- duction on all positions receiving 60 cents an hour or over. The average at 16 per cent. A slightly lower rate, it was stated, ‘was fixed for bag factories, craft and specialty paper mills. The agreement will continue in effect to May 1, 1922, but is subject to reopening by either party after December 1.
