By the Associated Press. & CHICAGO, July 21.—The arrest by federal authorities of Max Schallman, a Russian, who was held to the grand jury in bonds of $5000 for! violation of the espionage act, is be- lieved to have uncovered deals in which influential business men in De- | troit. Cincinnati, Chicago and other | cities are said to have urgeq their representatives and senators to hasten recognition by the United States of the soviet government so that con- tracts totaling $450,000,000 could be consummated with Russia through Scnaliman. Schallman has admitted, govern- ment officials suy, that he represer ed himself as an agent for Russia. There are three charges against him. for representing himself as the »nt of u foreign country, demand- ing things of vaiue, and acting as agent of a foreign government with- vut registering as such at the office o5 the Secret of State. Schallman is said to have started his activities in the interests of 8o- viet Russiu a year ago. Under the promise that as soon as the United States reco izeq the soviet govern- ment @ deposit would be made for goods ordered, Schallman is said to have made contracts with business men of Chicazo, Toledo, Detroit, Cin- cinnati and other cities.
