By Oable to The Star and Chicago Daily Ne . ‘Copyright, 1921 T CHITA, Far Eastern Republic, July 11.—Ready money is the greatest need of the individual as well as of the gov- ernment in the Far Eastern republic. Unlike the soviet republic, this repub- lo recognizes that notes backed by gold and silver are necessary as a me- dium of exchange. But gold is depre- clated and the silver used within the Far Eastern republic as yet is a mere pittance in the hands of either the gov- | Pay ernment or of individuals. The peasants, who form 30 per cent of the population, will have an abund- | rail apnce of food and live stock after an- other bountiful harvest. They will in a few months want tools and other manufactured goods, what they possess having been worn out after four years of war. The urbanites want food as well as clothing and household neces- sities. Despite the untold wealth in the ground, rivers and forests, and the almost unlimited fertile acreage of the republic, the people have no cash and are obliged to resort to the primitive method of bartering or exchange of goods. The urbanites especially have little left with which to trade. Food Cheap. Eggs cost sixty cents per hundred, beef ten cents a pound, white flour twenty cents, black tea ten cents and potatoes five cents, sugar twenty cents, table salt seven cents and milk three cents a quart, but without cash these prices are prohibitive. Moses Josephovich Blumenthal, man- ager of the Canadian Trading Company’s Chita branch, showed the writer a cheap German scythe. “In exchange for one of these scythes,” he said, “‘a peasant gives twenty pounds of rich, fresh butter. We have ordered 20,000 scythes. The highest paid govern- ment employes in the foreign office re- celve 10 per cent of their salaries, aver- aging less than $5 a month. Others re- ceive ‘rations usually a month after they are due. The rall men have not been pald in eleven months. On the Olovyanna railroad station is a notice reading: ““Workers wanted to load cars. fitty-four pounds of flour, thirteen of meat and six of buckwheat a month.” However, when there is no meat or buckwheat, the workers can eat at the lroad restaurant and receive thirty- six pounds of flour. Industrial tollers in all Siberia are receiving starvation rations, with little or no variations in the articles supplied. Despite this, all the boats, raflroads and government machinery continue to run, a fact which, regardiess of the loyalty of the present government, demon- strates a devoted effort to preserve the country and establish a republic. POLICE CHIEF ON TRIAL. Tulsa Official Charged With Dere- liction of Duty. TULSA, Okla., July 12—John A. Gus- tafson, suspended Tylsa chief of police, faced trial on charges of dereliction of duty during the Tulsa race riots, in Qis- trict court here today. Gustafson is the first of three police officials indicted by the “race riot” grand jury and charged ith that offense. > The other two, Roy Meacham and Ray ‘Ward, will face trial later.
