No explanatory statements accom- panied the introduction of the meas- ure as heretofore has been customary and no official estimate was made of the revenue it is expected to return. Examination of the bill, which cov- ers 546 printed pages, shows that in some cases the rates proposed are higher than corresponding rates of the Payne-Aldrich law, while others are correspondingly lower. i An estimate of how the whole bill compares with the Payne-Aldrich law would only be possible by tariff ex- perts making a detailed study, be- cause the schedules of the new bill are in many cases not framed in parallel with the schedules of the Payne law, but are differently constructed. U. S. Valuation Allowances. In arriving at the estimates on the average duty in the pending bill Chairman Fordney sald, allowance had been made for the American valuation plan of assessment. Be- cause of the higher values in the American market, the rates of duty may be reduced, the committee has estimated, by 30 per cent, Wwithout lowering the protection the rates will afford or the amount of revenue they will produce. In other words, duty of 70 per cent, American valuation, will produce the same revenue and afford the same protection as a duty of 100 per cent if assesscd on the existing foreign valuation plan.
