Article of Constitution Causing Trouble Not Apt to Be Changed. By the Associated Press. MEXICO CITY, June 29.—Article 27 of the Mexican constitution, relating to oil concessions, probably will not be amended by the chamber of depu- ties during the extraordinary session which will end the latter part of Au- gust, and the perplexing petroleum problems involved by that part of the constitution will -not be discussed until congress meets in regular ses- sion next September. This was indicated tonight when the chamber of deputies, after 2 secret session, decided to drop discussion of article 27 for the moment and return to debate on the proposed agrarian law. Secretary of Agriculture Villa- real appeared before the chamber of deputies tonight and discussed a re- port submitted yesterday by the spe- cial petroleum committee, but it is understood that immediately after he had departed from the chamber a vote was taken and the majority of the deputies favored suspending debate indefinitely over the question of ar- ticle 27. Reports that the chamber of depu- ties had modified President Obregon's recent decree increasing the export make modifications.
