Declaring that, next to the railroad Question, the coal problem is the most vital one confronting the country, Senator Frelinghuysen strongly urged ! upon the Senate yesterday the passage of the bills prepared by him and re- ported by the interstate commerce committee, providing for seasonal coal freight rates and publicity regarding the coal industry. “Within the last five years,” said { Senator Frelinghuysen, “the country has suffered from 4 shortage of coal— caused by blizzard, switchmen's strike and traffic jam. People have also suf- fered from high prices, while some persons In the coal trade without con- science have taken advantage of the situation to profiteer. The situation today is critical and conditions de- plorable. While it Is true that bitu- minous coal is cheaper, the mines jare idle and labor Is unemployed and { production is far behind normal. The people are indifferent and are not lay- ing In their stocks. Freight rates are | sky-high, and unless something is done to stimulate buying, the panic | price of last year in the late spring and summer may be repeated; next | winter transportation may be’ over- | taxed, and if so a shortage will occur. Then, I firmly believe, drastic govern- ment action ‘will be again demanded by the people. There was plenty of coal last year, enough labor to mine |it, but a shortage of cars delayed de- liveries and a buyers' panic was caused. This was entirely unneces- sary. Had there been a government ency, charged with the responsibfl- {ity of correctly informing the people (such as this legislation proposes), 1 {believe the speculators would have been routed and the public saved from extortign. Senator Willis Introduces Measure | Because of Delay in House ! on Isspe. A move was made in the Senate yesterday by Senator Willis of Ohio, republican, to halt the sale of beer as medicine. He introduced a bill containing the beer and other un- controverted sections of the Volstead bill, which has been delayed some- what_in getting before the House. The Iiguse rules committee yester- day gave a long hearing on the Vol- stead measure. In view of the statements by pro- hibition leaders before the House committee that they were unwilling to redraft the Volstead supplemental bill, and their request that it be ex- pedited as emergency legislation, there was much speculation as to whether the Volstead or Willis meas- ure could be put through first. No friends have appeared on the House side in behalf of beer as a medicine, and Chairman Campbell of the rules committee expressed what was regarded as the general view on that question by dclaring a bill to prevent its sale on a doctor's pre- scription probably would be passed unanimously. The committee will decide later in the week whether the Volstead bill or any part of it shall be given top place on the House cal- endar iroducing his bill, Senator Wil- lis said he was actuated by “the dis- cussion and delay concerning the bill pending in the House.
