Seay of the Richmond Federal Reserve Bank is out with an open let- ter to the Southern Banker «f Atlanta this morning, in which he corrects some palpable mistakes made by cer- . tain people at the Georgia convention regarding the effect of par clearances in_North Carolina. He takes to task L. R. Adams, sec- Tetary of the State Banks' Protective Association, charging that the claim that $15,000.000 passed from North Carolina clearing banks to the Rich- mond bank when par collections be- . come effective, because North Carolina + banks could not remit in North Caro- lina exchange and had to keep their reserves in the Richmond bank, is not a statement of fact. He quoted F. R. Jones, assistant sec- retary of the same association, as placing the amount withdrawn “with- in ten days after par collections be- came effecticve” 10,000,000 tiov. Seay says: “The par-clearance plan went into effect November 15, 1920, and remained in force until Feb- ruary 5, 1921, when the injunction re- straining the Richmond Reserve Rank from protesting checks not paid at par stopped its effectiveness regard- ing state banks. “Deposits in state banks in North Carolina_November 1. 1920, were $4.- : November 15, 1920. $5,073.314: er 1, 1920, §$4.916,710, and on Decem February 1, 1921, $4.819,478.
