He received a congressional appoint- ment from the state of Pennsylvania, his father having a residence there. Because of his diligent work at high school. where he attained extra cred- its. To the Editor of The Star: A rotten pile of lumber may be quite picturesque—those gray weath- er tints, the Jamestown weed grow- ing between the planks—a nice water color all round. But the stroller in the neighborhood of Camp Meigs asks himself who owns all that rotten stuff, and_those water-color motifs? Is it the, War Department? Or is it the District Commissioners? Or is it anybody? ‘There it is. a lot of unnecessary fiith; or, if you choese to look at it that way, cords and cords of good kindling wood going to pot. Why can- not the site of Camp Meigs be really cleaned up, and the kindling wood set to boiling a few pots? Duncan Bradley appears for the young husband. URGES_NEW BONUS PLAN. Representative Volk Would Give Bonds to War Veterans. Proposing that the government issue to former service men 5 per cent tax exempt bonds in amounts of not more than $750 for service overseas and 3600 for home service, a bill has been in- troduced by Representative Volk, re- publican, New York. The bonds would expire in ten years, would be negotiable and would be issued to war veterans at a rate of $1.75 and $1.25 a day for serv- ice overseas and in the United States, respectively. ‘The bill also would provide for paid- up insurance. The face value of each policy would be the amount which u‘l- Justed service compensation plus what 2 per cent would pu “at single premium rates” at the nearest attained age July 1, 1922, The policies would carry cash and loan values after the first year.
