Nations’ League for Candidates. rs Asked GENEVA, June 2.—Sir Eric Drum- mond, secretary general, has sent a circular to the members of the league of nations requesting them to nomi- nate candidates for membership in the permanent international court of jus- tice. The nominations will be condi- tional in character as the number of ratifications of the protocol of the court necessary to put into force has not yet been received and the nomin- ations will only be valid if the next assembly !s in a position to proceed with the election of judges.
