ROME—Luis Ignatius Mesones, the Peruvian painter, arrested a. year ago charged with the murder of his wife, the daughter .of a widely known art gallery proprietor, and with several other offenses, was convicted today of forgery. Mesones received a sentence of three years in prison on the for- gery charge. Chinese Bankers Help Railroads. PEKING—An important precedent was established today by the signing of a six million yen loan by a group of thirty-seven Chinese banks with the ministry of communications for the purchase of cars and locomotives for the four principal rallways. This was the first time that there had been such concerted support by native bankers of the governmental con- structive efforts. Plan to Return Railways. MEXICO CITY.—A step toward the contemplated return of the Mexican railways from government control to private ownership has been taken by the cabinet. MADRID.—The report of Dr. Fernan- do de Los Rios and Daniel Anguiano, the Spanish socialist delegates, who have returned from an investigation of the Russian soviet administration, is expected to bring about a division of the socialist party. Dr. de Los Rios, who is a university professor, has counseled the party fo take progress slowly by parliamemtary methods, while Senor Anguiano, who is a rail- road man, advises in his report im- mediate adhesion to the Moscow inter- nationale and the abandonment of all efforts to secure amelioration of labor conditions by legislation.
