At a meeting of the directors of the Washington Railway and Electric Railway Company. held yesterday afternoon. two directors were elected to fill vacancies on the board. Bates Warren, vice president of the 21 Continental Trust Company. Was chosen to succeed the late Guy T. Scott. Emory L. Coblentz was named as a fuccessor to Allan G. Hoyt of New York, resigned. Mr. Coblentz is one of the leading ‘bankers and_utility officials of Fred- erick. Md. He is thoroughly posted on matters in connection with street railways and with electric lighting and power. The Washington Railway and Elec- tric Company owns probably fifty miles of raiiroad in Maryland. and has never had a representative of the State on its board of directors before. Patd Out $423,000 Interest. During the year 1920, the American curity and Trust Company. paying per cent on checking accounts and 3 per cent on savings deposits. paid out in interest the sum of $422,000. Matter of Service Charge. Washington bankers expressed con- siderable surprise this morning over the severe criticism by some members of the House of Representatives yes- terday of the small “service charges” made by some banks in the District of Columbia. R. N. Harper, president of the Dis- trict National Bank and also of the District Bankers' Assoclation, com- menting on the matter said: “In all the larger cities of the coun- try, so far as I know, a service chatge is made on active checking accounts that run below a certain amount stipulated by the bank. But there' are few banks that will carry checking accounts for as _smail amounts as the banks of this city are in the habit of doing. In many of the larger cities they demand a min- imum deposit account of $150 to $300 in opening accounts, and if the ac- count is a live one, this minimum must be maintained. “The American Bankers' Association indorses the service charge and hun- dreds of banks have been enforcing it e a new prop- osition in this city. We have no hard anda fast rule, each bank follows its own choice in the matter and I know that in very many casSes the elimina- tion of the account would be much preferable. from the banker’s stand- point, to the service charge. It costs money to keep the records of a bank and the checking account of few dollars involves much clerical effort as one of respectable propor- tiomm. banks of Washington have iver: service to the government and o the people of Washington freely. and during the war, when costs were mounting at a fast Pace, ‘the legal rate of interest remained the same, 6 per cent, plus service if large de- gree. Moreover, wages and other charges increased materially. “A charge of 1 per cent on deposits, as suzzested by some of our states- men, would be a charge on the thrift and prosperity of the country. and would cause withdrawals to strong boxes and other hoarding places of millions of dollars. “To Waskington depositors alone ft ‘would mean an annual charge of $1,- 650,000, provided deposits were per- mitted to remain in banks, or increase the present high taxes of danks by that amount, if our lawmakers =hould exact such a penalty from banks, in addition to our tax on real estate, on circulation, on gross profits and force us to keep our reserves m‘ e. federal reserve regional bank, hich we fecklve o interest what- ever.” Another banker expressed surprise that a “service charge, so moderate, 20 mecessary and o common in the banking business all over the coun- try, on unprofitable accounts, should be the cause of criticism from men who are looked up to as being un- usuaily well informed. Second National Extra Dividend. Directors of the Second National Bank yesterday declared the regular semi-annual dividend of 3 per cent and an extra distribution of 1 per cent payable January 8 to sharehold- ers of record December 31. Doubling Capital Stoek. The Northeast Savings Bank is pro. gressing so satisfactorily in its com. munity that the directors have agreed to incre ase the capital =tock of the ‘bank from $50.000 to $100.000. The areholders will vote on this propo- sitlon of the occasion of the annual meeting, with no question of their giving sanction to the increase. § ‘War Finance Corporation. Under date of September 30, 1920, the Treasu. Department {ssued a statement of the foreign securities owned by the government, $9,486,283, 10; the amount of foreign obligations Wreceived by the Secretary of War on account of the sale of supplies, $563.- 032,000, and the amount received from the American Relief Assoclation for relief extended, $84,093,963. ‘The statement also made reference 1o the $500.000,000 capital stock of the ‘War Finance Corporation, “less $358,- €82,816 cash deposited with the treas- urer to the credit of the War Finance Corporation.” . The corporation was not such an expensive aid to business as some other adjuncts of the government, and, if this cash is still hegt to the * order of the Secretary of the Treas- ury, the restoration of the corpora- tion would be a relatively easy mat- ter—if its speedy functioning is de- sired. Firemen's Insurance Organization. The directors of the Firemen's In- surance Company organized with the election of William M. Hoffman as president; George W. Morse, vice president: Albert W, Howald. secre- tary, and James N.’ Fitzpatrick, as- sistant secretary. Allen E.
