Just before the House adjourned yesterday afternoon a discussion occurred over the item in the sundry civil appropriation bill appropriating $210,000 for the purchase of not less than 140 acres of land adjoining the Government Hospital for the Insane in order to construct additional buildings for the asylum. ‘The debate was precipitated by Mr. Mudd of Maryland, who first raised a point of order against the item, and when failed, moved to strike it out. After The Star’s report of the proceedings was closed an amendment to the section re- lating to the appointing of additional mili- tary cadets was offered by Mr. Pettus (Ala.) striking out the words “two from each state at large.” The amendment was rejected, 33 to 13. The bill as amended was reported to the Senate: the amendments were agreed to and the bill was passed without division. A Senate bill to pay $2,908 to Rachel Wilson of Harrison county, W. Va., for the services of he her, Col.’ Benj. Wilson, in the revolutionary war, was passed. ‘The beneficiary of the bill is one of twenty-nine children of Col. Wilson. Mr. Perkins then called up the fortifi- cations appropriation bill, and it was read for amendment. As reported to the Senate the bill carried $7,733,628, an increase of $640,140 over the amount carried by the measure as it passed the House. The committee amendments were agread to.
