Consul Donaldson, at Managua, informs the State Department that the Nicaraguan government is very anxious to extend its railroad system to the Atlantic by way of Rama and Bluefields. An effort is being made for the immediate construction of a ine to connect Rama with the railroad now operating between Managua and Granada or with Lake Nicaragua at San Ubaldo. A certain percentage of the import duty col- lected at Bluefields will be given as a guar- anty for this work. The estimated cost is about $2,000,000. Bids jhave not ye. been advertised for. The consul also tells of the organization of a company for the purpose of doing a general freight and passenger transporta- tion business between Managua and the national railway at Momotombo, or Leon. Improved traction wagons or “traction trains” are to be utilized, and a good field is offered for traction companies in the United States. The distance is nearly 110 miles. Undoutitedly an effort will be made to induce the company to purchase English or perhaps German traction wagons, but Consul Donaldson believes that the superi- ority of the American machines, if demon- strated to the company, would result in their acquirement by the corporation. ACCEPTS PERSONAL BONDS COURT REGARDS BOSTON'S OFFENSE AS NOT SERIOUS. Colered Boy, ae Confers, Re= leased Upon Promise to Le: Town — Other Offenders. William Boston, a young colored man, who was on the street yesterday morning to see the circus parade, was in the pro- cession of prisoners in Judge Scott's court this morning. “Iam not guilty.” was his answer. when arraigned on a charge of obstructing the sidewalk at 7th and K streets. “When I ordered him off the sidewaik.” said Policeman Burton, “he talked back and muttered something that I could not understand. “Did he move away when you gave him the order?" Judge Scott inquired. “He moved about one foot,” was the an- r. The officer said that other people were on the sidewalk, but they moved when he requested them to do so. “Personal bonds,” said the court. Arraigned as Vagrants. “My name is Rose Miller,” said a colored woman who was arraigned as a vagrant. “I'se a hard-working woman, and eve body knows I ain't no vagrant, neither. “I'm going to confese the truth,” was what Mary Shepherd, another woman pris- oner, said. “I was drunk last night and it Was only an accident. My people paid me off yesterday and I took one drink too many. “These women are continually rushing the growler,” said Policeman Lake. “They hang about South Washington drunk most of the time, and I thought I would bring them in to get rid of them.” Judge Scoit fined them $10 each. Thirty days on the farm will compensate In Leu of payment. “This is the man who was let go yest day because he promised he would reform. Policeman Harrover said when William Moxley appeared. ‘‘Instead of keeping sober he got drunk again, and I found hint this morning sleeping in an ice wagon.” “Twenty dollars or sixty days.” said the judge. “Keep sober and you will not get into trouble.” Peter Fox said “guilty” to a charge of vagrancy. He had been drinking and last night he trespassed on a front yard on 3d street southwest. Believing he was at home he disrobed and made himself coms fortable for the night. “Two month: A Hasty Confession. “Judge,” said John Thomas, a colored boy: from the county, “I'm guilty of everything the policeman said, but—" “The policeman hasn't said anything yet," interrupted the court. “Then I'm guilty of what he's going to say,” added the colored boy; “and if you let me go I'll go out into the county this morning.” John was released on his personal bonds to leave for the country. ‘sing on the grass was the chargo Sdward Lackey, who was arrested ark yesterday. Special Correspondence of The Evening Star. ROCKVILLE, Mé., April 25, 1900. The board of directors of the Montgomery County Agricultural Society met here yese terday afternoon. In the absence of Prest- dent Dorsey Mr. John H. Bogley presided, The question of a half-mile race track was considered at considerable length. Draw ings of a half-mile track for the present fair grounds were exhibited and the inad- visability of constructing it en such small grounds was clearly shown. The tie ment of the directors present at the mevte ing was in favor of a larger track, but it was the unanimous opinion that before this hope can be realized it will be necessary to procure additional land or dispose of the present grounds and purchase new and larger ones. It is understood the commit- tee appointed at the last annual meeting of the members of the society to consider the matter will report In faver of a half-mile track. A letter from Prof. Patterson of the Mary- land Agrieultural College, recommending the indorsement of the Brosius pure food bill, now pending in Congress, was read, and the president and secretary were rected to sign the Indorsemert for the soe ciety and forward it to Representative Pearre. It was decided to make Wednesday of the next annual fair “women’s day. Mre. Anna Shaw will be invited to deliver an ad- dress, and other appropriate features will be added. The board decided to grant to the Free Methodists of the county the use of the fair grounds for a camp meeting in June. Mr. Artemus Sullivan of Brookeville was appointed chief of police and Mr. Leonard Weer, also of Brookeville, was selected as chief marshal for the coming exhibition, September 4, 5, 6 and 7. e committee of reception was abolished and an advisory board, to be composed of. one man from each election district of tha county and one from the District of Cos lumbia, was substituted. The rule requiring three entries in the poultry department was modified to two entries, and the rule allewing single birdé to be entered from breeding pens was done away with. Several changes were made in the pro= gram of races heretofore arranged. Mrs. Ellen Hays, widow of John Ha: died Saturday at her home in Barnesville, aged eighty years. For some time past la grippe has be very prevalent throughout this county ani numerous cases of serious Illness have been reported. ‘Mr. F. T.
