FAIR TONIGHT, Friday Partly Cloudy, Fresh Southerly Winds, Forecast till 8 p.m. Friday.—For the Dis- trict of Columbia and Delaware, fair to- night. Friday, partly cloudy; fresh south- erly winds. For Maryland, fair tonight; warmer in northern portion. Friday, partly cloudy; fresh southerly winds. For Virginia, fair tonight; western portion. Friday, fresh southerly winds. warmer in paruly cloudy; Weather conditions and general forecast.— The low area which was central Wednes- day morning over the British northwest has moved rapidly eastward to northern Lake Superior with greatly increased de- velopment, and has caused a marked and general rise in temperature, except in the Atlantic states and lower lake region. Cool weather continued in the south At- lantic states, with killing frosts as far south as central Georgia. With the exception of scattered snow flurries in the lower lake region and show- ers in the southwest, fair weather has been general east of the Rocky mountains. There are indications of the development of a disturbance in the extreme southwest which bids fair to advance northeastward, and rain may therefore be expected tonight in the west gulf states and southwest, fol- lowed by fair weather Friday in the latter district. During Friday the rain area will extend into the east gulf and south’ At- lantic states and Ohio valley, and probably Friday night into the middle Atlantic states and lower lake region. It will be warmer tonight in the northern portion of the gulf states, the Ohio valley and lower lake region, and slightly warmer Friday in the Atlantic states. On the New England and middle Atlantic coast winds will be fresh to brisk south, and on the south Atlantic coast they will be mostly east to south, increasing in force Friday. Storm signals are displayed from Browns- ville to Pensacola. Records for Twenty-Four Hours. DISTRICT TAXATION Board of Trade to Consider the Subject To- morrow Night Committee Does Not Favor Portions of the Proposed Bill — The Objectionable Sections. A careful examination has been made by the committee on taxation and assessment of the board of trade of the bill proposed to be introduced in Congress ‘for the regu- lation of the assessment and collection of taxes in the District. This bill was referred by the Commissioners to the board for its opinion, and the conclusions reached by the committee to which it was submitted will be considered by the directors at a meet- ing to be held this.afternoon. The subject will also be considered at a meeting of the board of trade which will be held Friday evening at half-past 7 o'clock, at Masonic Hall, 9th and F streets. In addition to this subject the committees on commerce and manufactures, on parks and reserva- tions, and on streets and avenues’ will sub- mit reports. ‘The report of the committee on taxation and assessment is elaborate, and discusses fully such questions as the policy of levy- ing personal taxes and offering a premium to home owners by exempting from taxa- tion up to $1,000 of th> assessed value any building occupied by its owner, not includ- ing the assessment and collection of taxes levied upon the ground on which such a building may rest. The conclusions reached by the committee in regard to the bill are that it should be amended to exclude from taxation chari- table institutions not for gain; that taxes should be collected semi-annually instead of annually, as proposed by the bill; that believing a tax on personal property is inimical to the best interests of the Dis- trict, the enactment of any law providing for it is not favored; that if any special tax be levied on corporations not enjoying natural or artificial monopolies, such tax should be levied on net carnings; that oc- ution t should only be levied to in- identification and for police purpos y in the event of absolute necessity to insure revenue, and tg bill should be so umended as to attain®his end and no other; that any building occupied by its vner should, up to $1,000 of the assessed value, be exempted from taxation, thi emption not to affect the assessment and collection of taxes levied upon the ground on which such a building may rest. —— THE COURTS.
