Yhe Sieward’s Department Went Wrong From the Start—Four Men Thrown in Irons. From the New York Tribane, today. Some of the crew attributed it to the fact that the steamer carried the red and yey pennant of the sunken Spanish ves- sel, Reina Mercedes, and others thought there were other causes; but certain it is that the United States transport Minne- waska, which moored at the Coltmbia stores, Brooklyn, yesterday afternoon, had more than its share of unpleasantness aboard during the trip to Santiago and back. The steward’s name is W. J. Mac- Goveran, and not only his name, but his love for whisky would indicate, the offi- cers of the vessel say, that he is a Scotch- man. He was installed as steward just before the transport started for the south four months ago. The Minnewaska had been the Persia of the Atlantic Transport line. It had flown the British flag, and When it was turned over to the United States government there was in the wine locker a large supply of whiskies and wines. One of the first things that Stew- ard MacGoveran discovered was this sup- ply of good drinking, and he kept the se- cret in his own department. Wrong From the Start. When the vessel reached Savannah sup- plies were loaded aboard her for the sail- ors at Santiago, and Major J. L. Wilson, quartermaster, United States Volunteers, went aboard to take charge of her. One of the first questions he asked was whether there was any lquor or wine aboard, a half a dozen more were docked three days’ pay each, end, as if her bad luck were sticking to her, one of the messboys fell the steward said positively that there wa: nothing of that sort except what had come aboard with the army supplies, _ The steward’s department went wrong from the start, the officers say. The stew- ards and cooks were intoxicated at inop- portune times, and were insolent and to- tally without knowledge of how to manage such a department on a ship. Before San- tlago was reached one of the assistant stewards had to be taught what his place was by being threatened with irons. At Santiago Major Wilson, Surgeon W. R. Lee, Patrick H. Cooper, third officer of the vessel, and other went on the wreck of the Reina Mercedes. Mr. Cooper rescued the pennant from the side rail, which was under water. This pennant floated from the mainmast of the Minnewaska when she entered New York harbor yesterday. The troops that were taken on the Min- newaska at Santiago were a squadron of the 2d Cavalry, a battalion of the District of Columbia Volunteers, a battalion of the 38d Michigan Volunteers, the balioon de- tachment of the Signal Corps and a de- tachment of artillery. The 750 men did their own cooking, and jt must be written to the credit of Major ‘ilson that it was declared by the inspect- ors at Montauk that no other transport had reached there with the men in such good condition. But the forty officers complained loudly and perpetually because of the glaring ignorance and incompetence of the steward's department. Ansaulted by the Chef. The first open rupture between the offi- cers of the steamshfp and the steward’s de- partment came whén the chef, Louis Mer- cier, assaulted Third Officer Cooper with a meat cleaver for giving him a perfectly proper order. This: happened on the morn- ing the vessel left Santiago harbor, and Mercier has been ‘undér irons since. He will be turned oyef to’the United States clvil authorities in New York and prose- cuted for insubordination. A few days later Anthony Rupert, the second cook, was put in irons for insubordination, but as his case was not Quite so bad he was put to work forward, after being docked three days’ pay. One of the soldiers was then installed as cook, but the twenty men in the steward’s department kept gn in the same old way, and half of them were fined from time to time. On the third day from Santiago the gov- ernment supplies of lquor and wine gave out, and the officers were much surprised at noting considerable ‘drunkenness there- after, not only among the steward’s men, but among the soldiers. It was afterward found out that wine ahd whisky were sold to the soldiers at $4 and $5 a bottle, besides which it was learned that coffee,’ to and other stores were being sold from the government supplies. ie Minnewaska reached Montauk Point on August 28, and the men disembarked the next day. Then the boat was moved out thtee miles and put in quarantine. ‘While there Capt. W. M. Hopkins gave an crder to a man named Poge, a waiter in the steward’s department. Poge_ struck the captain twice with his fist. Some of the other officers went to (he captain’s as- sistance, and Poge was put in irons. He and MacGoveran, who had been making Neeats, it is alleged, were at once turned over to the sheriff of Suffolk county. The captain made a search of the vessel, and found in @ wine locker about thirty bottles of wine and whisky, which were the re- mains of the full supply with which the ship started from New York. "The secreting of these beverages was not the only glaring fault on the part of the steward, according to the statement of the officers. The ship was not far from San- ‘fago when ten thousand pounds of beef had to be thrown overboard because of careless refrigeration, due to the alleged neglect of the steward and his men. Yesterday afternoon James Keaton, a seventeen-year-old boy from Buffalo, who Was employed in some capacity on the stip, fell down the rear hatchway while the ship was at dock. It seems that one of the officers had ordered the removal of a lacder that had been used by the men to go below, and when it was taken away the protecting chain was not fastened property. ‘The boy swung his foot over to where he supposed Mme ladder was, and fell ahout ten feet, his ribs striking a heavy kettle. ily bruised He was taken, in a bad condi- tion and internally to the Long Island, College Hospital. 8 . Late Thursday afternoon Deputy Sheriff Wells of Suffolk county went before United States Commissioner Morle, in Brooklyn, with two men from the Minnewaska, who are believed to be the steward and the first cook, and asked that they be confined in jail pending the filing of charges of insub- ordination and threatened assault against them. The deputy sheriff had only a letter from the captain setting forth the facts, and Commissioner Morle was unable to igsue a warrant in the absence of a sworn statement. The deputy next took the men before Commissioner Shields, but. he re- fused to act because of lack of jurisdic- tion. It is not known where the deputy sheriff next went with his prisoners. The Minmewaska will go to Charleston cn Monday afternoon, and load again with supplies for Santiago. ——se0__—__ Disbanding the Volunteers. A statement prepsred at the War Depart- ment shows that eighty-three organizations in the volunteer army haye received orders looking to their being mustered out of the service. This number includés fifty-three regiments and a number of minor organi- zations, such as batteries of artillery, in- dependent companies of cavalry, etc., and represents almost one-third of the 225,000 men called for by the President in the two proclamations issued by him. - .
