The District appropriation bill about to pecome a law contains an appro- priation for the maintenance of this insti- tution, which, though small, is yet sufficient to effect a beginning of the work and to insure continuance of th» library upen the proper financial basis in accordance with the spirit and the letter of the orgunic act of 1878, which divides all the municipal expenditures equally between the g2neral government and the District. end was finally accomplished on Monday, whea the conferees on the District bill reportd to their respective houses a failure to agree upon the amendment as it stood in. issue. A Vital Principle involved. This is a small item to cause the con- troversy that has raged about it lor three entire sessions of Congress, yet it has in- volved a principle so vitally affecting the welfare of the District of Columbia that the stccess attending its accomplishment has been well worth the labor, tim2 and thought expended upon ft. As it stands it is a victory for the fundamenial principle of the government's fiscal relations to the national capital. Had this principle been surrendersd by the advocates of the li- brary the measure establishing that insti- tution and providing for it in an ample manner would long ago have become a law. |. The vast wealth of reading matter in the Congressional Library is practically out of reach of the workingmen and school chil- dren, owing to the hours of opening and ng and the conditions placed upon the yyment of its privileges. Not one of government collections is open in the evening, when alone the great mass of the people can use the books. Arguinaldo, the insur- gent leader, with thirteen of his staff, ar- rived May 19 by my permission on the Nanshan.
