Just one week after their departure from Florida the United States troops under Gen- eral Shafter began yesterday to disembark on Cuban soil, landing in formation at two points, so as to attack Santiago in the rear and at the sides, with the navy to help the work in front: Thus the military invasion of Cuba may be said to have fairly begun, for though the United States marines were the first of the regular forces to land upon Cuban soil, their purpose, after all, was not invasion, but the establishment of a naval base and a base for a cable station, in both of which they were eminently suc- cessful. To the regular troops was left the beginning of the formidable task of invad- ing Cuba in force by land. Just at the close of office hours yesterday a brief cablegram came to the War De- partment from Lieutenant Colonel Allen. To the surprise of officials, the cablegra:n was dated, not at Guantanamo, but at a place called Piaya del Este, about twenty miles west of Guantanamo bay, and about half the distance between that and Santi- ago bay. It said the troops were landing and that preparations had been made to at- tack Santiago at the side and rear. Later official dispatches received by both Secretary Alger and Secretary Long_indi- cated that the landing of troops near Santi- ago was progressing most favorably. The first landing was affected at Daiquiri yes- terday morning and met with comparative- ly slight resistance. This was stated in a brief dispatch received by Secretary Alger from General Shafter at Playa del Este June 22. Secretary Alger construed the text of General Shafter’s message to mean that the enemy had made merely a nominal resist- ance by firing from the hills at long range. Admiral Sampson’s Dispatch. Secretary Long received a more extended cablegram from Admiral Sampson. It, too, was dated at Playa del Este at 6:50 last evening. The text of the dispatch is as follow: “Landing of the army is progressing fa- vorably at Daiquiri. There is very little, if resistance. The New Orleans, Detroit, ine, Wasp and Suwanee shelled ‘vicinity before the landing. We made a demonstra tion at Cabanas to engage the attention of he enemy. The Texas engaged the west tery for some hours. She had one man killed. Ten submarine mines have been re- covered from the channel of Guantanamo. Communication by telegraph has been es- tabiished at Guantanamo. In both army and navy circles the in- formation contained in the dispatches of General Shafter and Admiral Sampson was received with intense satisfaction. The landing of so large a body of troops as Shafter at present has under his nd is a task of immense proportions. It is not unlikely that the troops will be landed at several places along the coast, of course within a short distance of the headquarters which General Shafter will establish for himself. it was evident from the text of Admiral Samps s dispatch that a_ considerable landing had already been effected near Guantanamo, as he noted that communica- tion by telegraph had been re-established at that point, and that the channel had been cleared of submarine mines. In the opinion of naval officers the landing at Guantanamo was of marines rather than of land forces. The cable station through which the American commanders will communicate with the department in this city has been tablished at Playa del Este, a small place directly on the coast and about fifteen miles east of Santiago. The change was made Camp McCalla to Playa del Este in rder that the station might be nearer the ne of action. WHITE FATIGUED. MR. He Yields the Floor to Mr. Pettigrew, Who Speaks Against Hawail. Aftcr 2ddressing the Senate on the Ha- waiian resolution for two hours yesterday afternoon, Mr. White announced that he was much fatigued, and yielded the floor to Mr. Pettigrew (S. D. Mr. Hoar (Mass.) made an effort to se- cure consent to vote upon the conference report on the bankruptcy bill without de- bate, but objection was made. Mr. Allison (lowa) then presented the conference report on the Indian appropria- tion bill. After the reading of the report, at the suggestion of Mr. Davis, the report was ordered printed, and went over. Mr. Pettigrew inquired of Mr. Allison what had been done by the conferees about the free homestead provision of the Senate bil. Mr. Allison replied that the Senate pro- vision had been stricken out and a pro- vision inserted extending the free home- steads to July 1, 1900. ss ‘What have you done regarding the leas- ing of mineral lands?” inquired Mr. Petti- grew. That provision was considerably modi- fied," replied Mr. Allison. “Authority is given the Indians to lease mineral lands under certain conditions “Then the committee recognizes the title of the Indians in the mineral lands of the reservations?” questioned Mr. Pettigrew. “The committee,” responded Mr. Allison, “did the best it could in the circum- stances.” “We have never acknowledged the right of the Indians,” said Mr. Pettigrew, “to lease mineral lands on a reservation. “This provision will involve a loss of hundreds of millions to the government. It will cost more than the present war.” “That may be," said Mr. Allison. ‘This conference report ought to be con- tested severely,” declared Mr. Pettigrew. Senator Allison, in explanation, said that under the present arrangements the In- dians leased the mineral lands, but that their power had been very carefully hedg- ed about with conditions. Mr. Pettigrew's Speech. In the beginning of his discussion of the Hawaiian resolutions, Mr. Pettigrew said he presumed the homestead provision had been stricken from the Indian bill for rea- sons of economy, yet $10,000,000 in duties was to be remitted on Hawaiian sugar and other Hawaiian products, all of which was in favor of Asiatic labor. “I had hoped,” said he, “that the ques- tion of adopting a policy of annexation or @ policy of imperialism might be set aside until the present war is over. Instead of that, however, we are being propelled to an issue by an interest which has crowd- ed around this Capitol for years—that of r trust. At 5:15 p.m. the Senate adjourned, —————— ANTI-ANNEXATIONISTS, They Threaten a Long Siege of Sena- torial Oratory. The anti-annexationists in the Senate have privately suggested to the advocates of the Hawaiian resolution now béfore the Senate that the most practical method of disposing of the question was an agree- ment upon a time next session to vote, but while the proposition has not been formal- ly declined, the leading supporters of the resolution say they will not consider it seri- ously. They say that they are having no difficulty in maintaining a quorum and they expect to be able to keep their men here to the end, and that there is therefore no rea- son for postponing the matter until next peer ee opponents urge that if the proposi- tion is not accepted the speechmaking will on indefinitely, and assert that. Beany senators are now preparing speeches, which many-are yet to be made. Senators Caffery, Daniel, Jones, Pasco and Spooner are among those who, it is stated, will speak. Senator Harris of Kansas, who heretofore has been classed as opposed to annexation, announced yesterday that he should vote for the House resolution. “I have some doubts,” he said, “as to the en- tire wisdom of the policy, but in war times I consider it patriotic to give the govern- ment the benefit of such doubts.” There has been some talk to the effect that when the time comes for action it will be taken upon the treaty rather than upon the reso- lution. ce Grade of Lieutenant General, In reporting to the House the bill to re- vive th> grade of lieutenant general in the army the committee on military affairs says the general commanding should have a rank not less than that of lieutenant gen- eral, thus giving our army symmetrical form and most effective organization. The revival of this grade, it adds, would still leave the grade of (full) general that might be conferred by Congress for gallant and meritorious services. It also calls attention to the amendment the committee makes by striking from the bill the words limiting the choice for the honor to officers ‘not below the grade of major general.” os More Troops to the Philippines. According to War Department officials, it is likely that a fifth expedition from San Francisco to the Philippines may be nec- essary, in order to carry the fuil quota of troops. The department is after additional transports. The question of securing the ships of the Northern Pacific Company, concerning which there is some doubt be- cause of the provisions of the British navi- gation laws, is still undecided.
