14 ADOPTED BY HOUSE Favorable Action on the Revenue Bill Conference Report. NEARLY DIVIDED ON PARTY LINES Spirited Colloquy Between Messrs. Swanson and Grosvenor. —> VOTE WAS 154 YEAS, 107 NAYS Chairman Dingley late yesterday after- roon presented to the House of Represen- tatives the conference report on the war revenue bill. After the reading of the re- port the House took a recess until 8 o'clock. Mr. Dingley’s Statement. When the House met after the recess, Mr. Dingley spoke of the urgent necesity for the passage of a revenue bill and the re- sulting necessity for speedy action in con- ference and that of compromise. He said the great ends which the House had set out to accomplish were the ralsing of ap- proximately $175,000,000 from taxation and from $400,000,000 to $400,000,000 from other soure These ends would be secured through the bill as reported from confer- ence, and while the concessions made by the House conferees were in some in- stances personally distasteful to him, he felt they had been made without the viola- tion o: any great principle advocated by the Ho and without militating against the a omplishment of the g1 t ends originally contemplated by tke inaugura- tion of war revenue leg ation. He said the House conferees made no effort to eliminate the tax on tea, owing to the decisive vote by which the Senate had i orated it, and because the new crop just about to arrive, stocks on hand were very lew, and the consumption in the country amounted to 100,000,000 pounds anrually. Relative to the coinage of silver bullion, Mr. Dingley explained that the provisi: 1d result ulti ly in an increase of ion outstanding by the amount of the present seigniorage, or about $42,000,- 000, the provision declaring explicitly that the coinage should proceed at the rate of not less an $1,300,000 a month and the cllars should be used for the redemption of silver certificates which when redeemed Shouid be canceled.
