A. W. Greely, chief signal officer, has fssued a general order to the cable companies that bereafier no news concern- ing the movements of American vessels or of Ameiicon troops will be permitted to be sent to foreign countries. ‘The order covers both press cablegrams and private mes- sages. General Greely said that in the enforcement of the order no exceptions would be made.
