THE N. E’ A CONVENTION Preparations Nearly Complete for Entertain- ment of Delegates. The Event Expected to Attract 25,- 000 Visitors to Washington— Datex of Sexsions. The preparations for the convention of the National Educational Association in this city five weeks hence, which have been in progress for some months past, are gradua'iy being completed, and by July 7, the da the opening session, all will be in readiness for entertaining the large num- ber of delegates and visitors who will throng the city. The convention will con- tinue from the 7th to the 12th of next menth, inclusive. The event will be one ef great interest and importance, not only to the people of Washington, but to all educators throughout the United States, the most prominent of whom are members of the great body that will assemble in this city. It is estimated that the next meeting of the association will be the means of bring- ing to the national capital at least 25,000 peovle. The various railroad companies nich will handle the immense crowds on this occasion have shown a liberal spirit n the matter of rates, fixing the fare to Washington from all points at one first- closs fare for the round trip, with the addi- tion of a membership fee of $2, which will into the treasury of the National ociation. The payment of iditional $2 on the railroad ticket stitutes the party from whom it is re- ed a member of the organization for hext year and entitling him to a bound copy of its proceedings without additional expens: For the accommcdation of the thousands who will wish to avail themselves of vaca- tion trips in connection with their journey to Washington an arrangement has been made by which the return Itmit of railroad tickets can be extended until the 31st of August at a cost of 50 cents. Special rates have also been secured by the lecal man- agement covering all of the principal points of interest around Washington. Work of Officers and Committees. The various officers, committees and sub- committees in charge of the arrangements for the reception and entertainment of the National Educational Association guests have done an immense amount of work, and the subjects intrusted to them are well in hand. Thousands of circulars have been distributed throughout the country giving information to those who contem- plate attending the convention. Much per- manent good has been accomplished in this way-by calling the attention of educators to the marked advantages of Washington from an educaticnal standpoint, and by ng before them knowledge of its mani- sttractions. ‘fhe committee on hotels and public com- fort has been hard at work arranging for the immediate accommodation in a syste- matic manner of the crowds that will be aitracted here by the approaching con- vention The Arlington Hotel has been se- lected for headquarters and for the offices and of the associz thirty state on. Between eciations have already eured headquarters in the different hotels f the city. Rates have been obtained from 2 ng hotels for the accommedation of individuals, ranging from $1.50 to $4 per @ay on the American plan and from 75 cents to $2 per day on the European plan. The committee has also received offers from a large number of good boarding houses to accommodate guests for from 75 cents to $1.50 per day for room only, and from $1.25 to $2 per day for both room and board. There need be no fear that Wash- ington will fall short in any way of main- taining its past record as a convention city. All necessary plans for the convenience of visitors are being perfected, including re- ception committees, the members of which be constantly on duty at the railroad Stations. Bureaus of information and a ree corps of suitable guides will be organ- ized. twenty The Convention Sessions. There will be eight sessions of the entire association, the first Thursday «evening, July 7, and subsequent sessions Friday morning and evening, Saturday morning. Monday morning and evening and Tues- day morning and evening. In order to pro- vide for the great crowds that will be pres- ent at these general sessions Convention Hall, the Grand Opera House and the Na- tional Theater have been secured. Preceed- ing the meetings of the association the na- tiona! council will sit July 6 and7. The re- mainder of the werk of the association will be rried on in the sixteen departments or sections into which the organization is divided, Ten meetings each will be held the afternoons of Friday, Monday and Tuesday. No program has been arranged for Saturday afternoon and evening, es it is deemed better by the local committee to give the guests the benefit of that time for social rreation and sightseeing. An interesting and profitable feature of the convention will be the exhibit of books and educational appliances, under the di- rection of a spec! mmittee appointed for the purpose. itl be installed in the newly constructed “Halls of the An- cients” on the site of the old rink on New York avenue between 12th and 14th streets. Already fifty publishing houses and firms have expressed the intention of mak) educational exhibits in the “Halls the Ancients.” It is believed that this feature of the conve n will attract much attention from those who aim to keep abreast of educational thought and prog- ress. There will be an important meeting of the lecal executive committee in charge of the arrangements for the convention this af- ternoon at 4:15 o'clock at Columbian Uni- versity. Rev. The music was good, the address of a high order, the class the certer of at- traction and the members recipients of magnificent floral gifts, and the audience was large and appreciative PRETEXTS FOR FRAUD Oleomargarine Men Using the Resent Su- preme Court Decision. Representations Being Made to De- lude Small Dealers Into Imposing on the Purchasing Public. The recent decision of the United States Supreme Court, invalidating the oleomar- garine statutes of the states of New Hampshire and Pennsylvania, has been seized upon as a pretext by the wholesale dealers in the product east and west to assist them in the long-continued policy of imposing on the public, and they are declaring, with much emphasis, that the cecision in question makes all oleomargar- ine laws void and worthless. For the past ten days it is alleged by persons cognizant of the operations of the oleomergarine men that agents of the wholesale dealers here and elsewhere have been visiting small dealers in groceries, produce and other articles entering into daily home consumption and printing glow- ing pictures of the easy manner, in view of the recent Supreme Court decision, in which morey can be made by purchasing oleomargarine and then selling it for real butter to their customers and receiving for it the prices usually gotten for genuine butter. It is also said that the men now under indictment in the District, charged with violations of the oleomargarine law, are deriving comfort and hopefulness of escaping trial or punishment from this de- United States Laws Not Affected. So far as the ullegations regarding the Supreme Court decision in the Pennsyl- vania and New Hampshire eases are con- cerned they are false in every particular. These decisions dealt with state laws af- fecting the sale of oleomargarine as such, nd were held vold as state regulation of interstate commerce. The United States laws governing the possession and sale of eleomargarine and the regulations of the Treasury Depzrtment made under their authority have been upheld on all points by the United States Supreme Court in es of individuals convicted in the Crim- inal Court of the District of Columbia and sentenced to fines and short terms of im- prisonment, which were paid and served owing to the decisien in question. No Bearing Upon Certain District Cases, It is pretty generally believed also by these who have followed the flagrant vio- lations of the oleomargarine laws in the District that the testimony upon which the defendants in the cases alluded to were convicted is almost identical with that givea before the grand juries, which found indictments against those persons who are yet to be tried. The indictments now pending were found when District Attor- ney Birney was in office and he was of the opinion that the evidence which could and would be produced on the trials would se- cure convictions in many ef the cases, at least.
