Work on the frame of the battle ship Illinois is being pushed so rapidly that it is U ill be ready for launching 2 Evening Star. she by luth of next month. When compieted the Illinois will be one of the mightiest fortresses afloat. Accord- ing to the terms of the contract, she would not be ready for transfer to the govern- ment for ab a year, but it is consid- ered probable that an arrangement will be made to her in cordition for fighting an enemy several months earlier than tha: The dimensions of the Illinois are as fol- low: 21 beam, inches; draft on normal displacement, feet 6 inches; ‘mal displacement, 11. tons; maximum all ammunition and stores on tons aximum indicated . ), 10,000; maximum required by contract, 16 knots; normal coal supply, 410 tons; maximum coal supply, bunkers full, 1,210 tons; com- plement, officers, seamen and marines, 511. The strictly novel characteristic of the Illinois and ‘her two sister ships will be their exceedingly moderate draft of water, but twenty-five feet when full laden, by which they may enter practically any har- bor of importance along our coast lines, something denied to most of the armored cruisers of all other nations. The offensive advantages which this single feature will possess cannot, it 1s believed, be over- Valued. The power to meet any enemy will be centered effectively in the twenty-two guns forming the main and auxiliary batteries, and these will consist of: Main battery, four thirteen-inch breech-loading rifles and four eight-inch breech-loading rifles; aux- iliary battery, fourteen five-inch rapid-fire Tifte: For the purpose of resisting torpedo boat attack and enfilading the open decks or Unprotected gun stations cf an enemy, twenty six-pounders, six one-pounders and four Gatling guns will keep up a destruc- tive fire, and woe to the venturesome small craft that exposes itself to the fury of the fighter. Armor at the Water Line. ‘The water-line region of the sides will be protected from attack by a broad band of Y6%-inch armor running along the sides amidships for a distance of 174 feet and ta- pering thence to 4 inches at the stern. The forward bulk- head will be 10 inches thick and the after one 12. A protective deck of hardened steel 2% inches thick will rest on the floor walls formed by the athwartship bulkheads and the inner edge of the inlaid side armor. Under the protecting shelter of this heav roof and many feet of coal will Ite the en- gines, the boil the magazines and the shell rooms—the “vitals,” in fact, of the ship. A broad band of cellulose will extend from stem to stern and k of the 5-inch armor, which will protect the sides amid- heavy armor belt up to the deck, and automatically plug all shot admitting water. The protective deck covering the vitals will be run slantingly to the bow and the stern, and forward wiil form the backbone of the murderous ram which will lie just below the water. Two sets of triple-expansion engines, each in its own water-tight compartment, will actuate the twin screws, while five great boilers, each sustaining a pressure of 180 pounds of steam, will supply the energy needful to drive those engines and turn the screws 12) times a minute. The turrets will be turned and controlled by electricity, and the same power will bring the ammunition from its store rooms to the breeches of all the large guns—the 6-pounders and less excepted. Each mast will be fitted with its own signal outfit, and the lower half of each mast will form @ vast wind pipe, down which fresh air will be drawn to the depths of the craft. The Auxiliary Engines. Eighty-odd auxiliary engines will reduce the tax upon the muscular energies of the crew and add to the efficiency of the ship by handling and lowering the boats, rais- ing the anchors, loading the coal, discharg- ing the ashes, bringing the shot, shell and powder from the depths below to the gun stations, and turning the turrets, and, ex- cept for the guidance of these mechanisms pamed, manual labor is practically need- Jens Compared with any of our wooden ships of the line, the contrast is instructive. Distillers, with a daily output of thous- ands of gallons, will give fresh, pure water where once the rusty tanks yielded a taint- €d, stinted portion. Resolutions of Protest Against the Eeckington Road's Condition. A mass mecting of the citizens of Brook- land was held last night in the town hall to protest against the present condition of the transportation furnished by the Eck- ington railroad. Mr. J. L. Sherwood, pres- ident of the Brookiand Citizens’ Associa- tion, called the meeting to order and stated its object. Rev. P. J. Garrigan, vice rector of the Catholic University, who was the first speaker, expressed the great incon- venience the university suffered in conse- quence of the wretched service afforded by the Eckington railway and the urgent ne- cessity for some action that would afford better facilities for reaching the city. Prof. W. C. Robinson of the university fol- lowed, strongly condemning the obstruc- tions offered to the rehabilitation of the road. Remarks were also made i. F. Holledge, C. C. Groomes, A. F. Kennan, Dr. A. L. Jackson, Rev. R. R. West, J. B. Burg, Dr. Theo. Y. Hull, J. P. Burg, E. C. Ford, James Baumer, Rev. Father Can- nane and Rev. Dr. Dollway. Some of the speakers did not place any reliance in the promises of the railroad people to put in rapid transit, even if authority were given them to do so, while others believed that if the bill now pending in the Senate were passed work on the underground system would be speedily commenced. Chairman McCormick of the railroad committee of the association drew up a set of resolutions, which were offered by Mr. Charles G. Lynch and unanimously adopted. These resolutions set forth that the large class of citizens interested have “for the past seven years been repeatedly deceived \d disappointed in their hope of regular and speedy street car communication with the business section of Washington;” that the service on the Eckingtan railroad has grown steaaily worse, “notwithstanding many promises of improved service and in defiance of acts of Congress requiring hm- provement.” The belief was expressed that capitalists were ready to speedily equip and operate the road on a modern basis. The bill pass- ed by the House of Representatives, and now awaiting action by the Senate, is re- ferred to, and it is resolved, “That the meeting earnestly urge upon the Senate the immediate passage of said bill, and that a committee be appointed to make known to the District committee and indi- vidual senators the great hardships caused by every day’s delay in such action, and to request prompt relief from these intoler- able conditions.” The following committee was appointed, with Rev. P. J. Garrigan as chairman, to wait upon the Senate District committee: F. R. McCormick, C. G. Lynch, Rev. E. Dolloway, W. R. Armstrong, O. 8. Hol- lidge, J. B. Lord, Dr. Willard J. Holmes, Dr. T. Davidson and A. F. Kennan. The committee was instructed to report to the regular meeting of the Citi- zens’ Associtaion June 3, and after adjournment of the meeting the committee met and mapped out a plan of action. President Sherwood was added to the mem- bers, and it was decided to draw up a memorial to Congress, stating more fully than the resolution the difficulties the citi- zens are laboring under. The committee will wait upon the Senate District com- mittee Thursday at 11 a.m. and make ar- rangements for a hearing. + France is Still Friendly. LONDON, May 25.—The Paris correspon- Gent of the Standard says: “The report that negotiations have been opened for the transfer of the Philippines to France, by sale or lease, is absolutely false. The policy at present pursued by the French gevernment is to cultivate the most friendly relaticns with the United States.
