Senator Sewell of New Jersey yesterday sent a letter to the President, through the Secretary of War, formally declining the commission of major general of volun- teers. Senator Sewell says: “I take this step with great reluctance, an@ only do so because advised that the helding of the commission while occup: ing a seat in the Senate of the United States is incompatible with the provisions of the Constitution. I desire to express my deepest i tude for the honor and distinction con- ferred by this appointment, and regret ex- ccedingly that I cannot enter the field to ne country, while holding a seat m e, which I would not be justified ir. giving ‘up under the present circum- stances. In this view my republican cole leagues have expressed their sentiments in a letter addressed to me, suggesting that my duty is to remain in my present repre- sentative position.” TO COMMAND FORT WASHINGTON, A Number of Army Changes of Local Interest. Major George G. Greenough, 4th Artillery, in addition to the command of Sheridan Point, Va., has been assigned to the com- mand of Fort Washingjon, Md., which is made a subpost of Sheridan Point for pur- poses of administration. Major George B. Rodney, 4th Artille: Fort McHenry, Md., and First Lieut. L. G. Berry, 7th Artillery, Fort Myer, Va., have been detailed to inspect and purchase one hundred horses for light battery of Con- necticut Volunteers, now at Niantic, Conn., and will proceed to New York city for that purpcse. Major W. 8. Patten, quartermaster, U. 8. A., has been ordered to Washington, D. C., and report to the quartermaster general of the army for temporary duty in his office. Col. John I. Rodgers, 5th Artillery, having relinquished command of his regiment for duty in the field under special assignment, Lieut. Col. Tully McCrea, 5th Artillery, has been assigned to the command of the regiment. Battery E, 6th Artillery, at Washington Barracks, has been ordered to Fort Mon- roe, Va. SALE OF REVENUE STAMPS. It Will Be Undertaken by the Post Office Department. It has practically been decided by the Post Office Department to undertake the sale through the post offices of the revenue stamps provided by the war revenue Dill, It was puzzling to the revenue depart- ment how these stamps could best be dis- tributed. All through the country there are countless post offie:s which could very well regulate the sale of these stamps. The absence of revenue collectors made the sale of these stamps only possible through the post offices or by the appoint- ment of revenue officers. This latier item would have required a very large sum of money, and the estimated revenues would have been correspondingly diminished. Re- cently the post office officials were con- sulted in the matter, and finding they could handle the stamps without much detriment to the regular service, agreed to do it.
